LE G20 ET LES NATIONS UNIES: UNE ANALYSE PROSPECTIVE SOUS L'ASPECT DE L'ARCHITECTURE INSTITUTIONNELLE DE LA COMMUNAUTÉ INTERNATIONALE
Bu çalışma genel olarak uluslararası toplumun kurumsal mimarisinde yaşanan değişimleri ele alıyor. Dünya genelinde gün geçtikçe etkisi artan küreselleşme, demokrasiye yöneliş ve insani değerlere verilen önemin artması gibi gelişmeler, bu değişimi hızlandıran başlıca etkenler olarak sayılabilir. Özellikle G20nin devlet başkanları seviyesinde gerçekleştirilen toplantıları ki bu toplantı uluslararası toplumun kurumsal mimarisinde yeni bir kurum olarak değerlendirilebilir ve küresel yönetim konusunda Birleşmiş Milletlere yapılan eleştirilerin artması bu değişim sürecindeki örnek eşikler olarak değerlendirilebilir. Bu bağlamda çalışmamız ilk olarak uluslararası toplum kavramını açıkladıktan sonra günümüze kadar oluşan G20 benzeri devlet gruplarını inceliyor. Daha sonra G20 ve Birleşmiş Milletlerin küresel yönetimin farklı evrelerindeki rollerini karşılaştırıyor. Makalemiz geleceğin küresel yönetiminin hâlihazırda oluşum sürecinde olan yeni bir uluslararası toplumun meyvesi olacağı hipotezi ile son buluyor.
G20 VE BİRLEŞMİŞ MİLLETLER: ULUSLARARASI TOPLUMUN KURUMSAL MİMARİSİNİN GELECEĞE YÖNELİK İNCELEMESİ
This article essays to grasp the process of transformation underway in institutional architecture of international community. Universal trends such as globalization, democratization and humanization accelerate this transformation. Meetings of G20 at the level of Heads of State a new entity in this architecture and multiplication of criticisms towards United Nations are only two small steps in this process. In that context, this paper, firstly, defines international community before examining history of state groupings. Then, it contains a comparison of G20 and UN by analyzing their roles in different phases of global governance. The work concludes with a hypothesis that global governance of tomorrow would be the result of a new international community, which is in process of formation.
