Sosyal Güvenlik Harcamalarının Makroekonomik Etkileri: Bir Literatür Taraması*

Sosyal politika araçları arasında önemli bir yere sahip olan sosyal güvenlik sistemleri ekonomiyi sadece milli gelirden aldıkları pay ile değil, aynı zamanda kapsamları, rejimleri, finansman kaynakları ve metotları ile de etkilemektedir. Bu çalışmada sosyal güvenliğin büyüme, tasarruf, fiyat istikrarı ve gelir dağılımı üzerinde etkileri değerlendirilmiştir. Çalışmalardan söz konusu etkilerin pozitif veya negatif olduğuna dair bir kesin kanıya varılmamıştır. Yine, söz konusu çalışmalarda sosyal güvenliğin ekonomik etkilerin boyutunun ve yönünün ülke ve zamana göre farklılık gösterdiği görülmüştür.

Macroeconomic Effects of the Social Security Expenditures: A Literature Survey

Social security has an importand place among social policy instrumants. Social security affects the economy not only by its share in GDP and but also the its scope, regime, financing sources and methods. This study concerns with effects of social security expenditures on growth, saving, price stability and income distribution. In order to literature studied the effects of social security, effects of social security differ from country and time.
