KRİZ VE SONRASI DÖNEMLERDE EKONOMİLERİN/PİYASALARIN İŞLERLİĞİ İLE HÜKÜMET DESTEKLERİ/DEVLET YARDIMLARI UYGULAMALARI İLİŞKİSİ: EKONOMİ POLİTİĞİN YENİ NORMALİ

2008 yılında karşılaşılan küresel kriz, uluslararası sistemin doğası, bölgesel işbirlikleri ve ülke içi ekonomik, siyasal dönüşümler başta olmak üzere birçok yapısal değişimi beraberinde getirmiştir. Bu yapısal değişimlerin reel sektör, ekonomik ve finansal kuruluşlar ile kamunun kapasite ve performansı üzerinde dönüştürücü etkileri olmuştur. Ekonomi politiğin söz konusu analiz nesneleri arasındaki ilişki biçiminin, kriz yönetimi başta olmak üzere devlet, toplum ve ekonomi diyalektiğinde inşa edilecek politik araçlara katkısı oldukça yüksektir. Bu çalışmada 2008 küresel ekonomik ve finans krizinin ekonomi yönetiminde ve koordinasyon sistemindeki dönüştürücü etkisi ele alınmakta, temel makroekonomik göstergelerde ifade edilen küresel ekonomideki durgunluk ve seçilmiş ülke ekonomilerindeki içsel istikrarsızlık nedeniyle, devlet yardımları ve kriz yönetimi sarmalının oluşturduğu ‘yeni normal’ analiz edilmektedir.

THE RELATION BETWEEN FUNCTIONALITY OF ECONOMIES/MARKETS AND STATE SUBSIDIES EXECUTIONS IN THE MEANTIME OF CRISIS AND AFTERMATH: NEW NORMAL OF THE POLITICAL ECONOMY

The global economic crisis encountered in 2008 brought along many structural changes, particularly the nature of the international system, regional collaborations and domestic economic and political transformations. These structural changes have had transformative effects on real sector, economic and financial institutions, and the capacity and performance of the public authorities. The relationship between these analysis objects has a very high contribution to the tools that will develop in the dialectic of the state, society and economy, mostly economic and political crisis management. In this study, the transformative effect of the 2008 global economic crisis in the economy management and coordination is discussed, and the 'new normal' created by the state aid and crisis management spiral due to the stagnation in the global economy expressed in basic macroeconomic indicators and the internal instability in selected economies.
