Seçilmiş Avrupa Ülkelerinde Sosyal Konut Uygulamaları

Kentlerde yaşayanların sayısının artmasıyla birlikte konut meselesine ve konuta bağlı sorunlara dikkat çekilmeye başlanmıştır. Bu bakımdan sanayi devrimi kentsel nüfusun artmaya başlaması noktasında, Birinci ve İkinci Dünya Savaşları da Avrupa ülkelerinde savaştan zarar gören evlerin yarattığı ihtiyaç nedeniyle Avrupa’da konut ihtiyacının artış gösterdiği dönüm noktaları olmuşlardır. Avrupa’da konut alanını kendi başına bırakılamayacak kadar önemli gören devletler konut piyasasına müdahale ederken, sosyal konut uygulamaları da gündeme gelmiştir. Bu bağlamda her ülkenin kendi sosyal, ekonomik ve demografik şartlarına göre konut politikasını şekillendirmiş ve her ülkenin sosyal konut uygulaması da farklılık göstermişse de uygulamaların ortak yanlarını tespit edebilmek de mümkündür. Avrupa’daki uygulamalar özelinde tespit edilen en önemli ortak uygulama şekli devletin bizzat kendi eliyle arz ettiği konutlarda, oturanlara mülkiyet hakkının verilmediği, kiracılık ilişkisinin kurulduğu yönündedir. Uzun yıllardır kiralık sosyal konut uygulaması olarak gerçekleşen Avrupa’daki sosyal konut uygulamalarının son dönemde izlediği eğilim sisteme özel sektör katılımın teşvik edilmesi ve kiracılık ilişkisi kurmak yerine mülkiyet hakkı edinmenin desteklenmesi yönündedir.

SOCIAL HOUSING IN EUROPEAN COUNTRIES

Since the number of people living in the cities began to increase, issues about houising and problems related to housing began to draw attention. In this regard, it can be mentioned about two turning points on the increased need for housing; firstly the industrial revolution for increasing urban population, secondly two World Wars for being reason of creating great number of damaged houses in war-torn countries. Some goverments in Europe evaluated the housing issue too important to be left with market rules, hereby interfering housing market and social housing has emerged. In this context every country have shaped the housing policy by its own social, economic and demographic conditions, therefore this country’s social housing policies differ. But it can be also identified by their common applications. Practices identified in Europe shows that most common form of social housing is supplying by the state with its own hand and not given the right of ownership to the residents. In recent years it can be said that Europe’s the social housing system has turned from the tenant relationship to the having property rights by encouraging private sector participation to the social housing system.
