“TÜM İNSANLAR ÖZGÜRDÜR”, YOKSULLAR HARİÇ: İNGİLİZ LEVELLER HAREKETİNİN ÖZGÜRLÜK, DOĞAL HAK VE SİYASAL TEMSİL KAVRAYIŞLARI ÜZERİNE

Hukuk ve siyasal teori alanlarında sıklıkla kullanılan özgürlük, doğal hak ve temsil kavramlarının birer boş gösteren olmaktan çıkarmak için tarihsel bağlama oturtulmaları, bunun için de kullanıldıkları zamana göre anlamlandırılmaları gerekmektedir. Bu gerekliliği sağlamak için XVII. yüzyıl İngilteresi’ne, özgürlükçü mücadele vermek için bir araya geldiği iddia edilen Leveller hareketine ve bu kavramları nasıl temellendirdiklerine odaklanılmaktadır. Bu odaklanma işi, İngiliz toplumunu özgün sosyo-ekonomik koşullarına, bu toplumun yaşadığı değişimlere ve yarattığı siyasal düzene dikkat kesilmemizi gerektirmiştir. Çalışma, önce İngiliz tarımsal kapitalizminin gelişimine, daha sonra İngiliz İç Savaşı’nın taraflarına ve bunların meşruiyet iddialarına odaklanıp en sonda da bu çatışma içinde kendisine özgün bir konum bulmaya çalışan Leveller argümanlarının içerik ve kapsamlarını analiz etmektedir.

“ALL MEN ARE FREE”, EXCEPT POORS: ON THE CONCEPTIONS OF LIBERTY, NATURAL RIGHT, AND POLITICAL REPRESENTATION IN THE ENGLISH LEVELLER MOVEMENT

The concepts of freedom, natural rights and representation, which are frequently used in the fields of jurisprudence and political theory, should be placed in a historical context in order to prevent them from being empty signifiers, and therefore they should be interpreted according to the historical period they are used. To meet this requirement, XVIIth century English Leveller movement, which is claimed to have come together to fight a libertarian war, and how they ground these conceptions are focused. This work of focus has required us to pay attention to the unique socio-economic conditions of British society, the changes it went through and the political order that created. The study focuses firstly on the development of British agricultural capitalism, then on the sides of the British Civil War and their legitimacy claims, and finally analyzes the content and scope of the Leveller arguments that try to find a unique position in this conflict.
