Devletin aslî görevi, insanlar arasındaki çesitli sosyal iliskileri ve toplumsal kurumları düzenleyengenel nitelikli kurallar koyup bunları uygulayarak toplumsal düzeni saglamaktır. Devlet, bu görevini,yasama, yürütme ve yargı fonksiyonları ile yerine getirir. Ancak, yasama fonksiyonu devlet hâkimiyetininen açık olarak ortaya çıktıgı fonksiyondur.Hz. Peygamber zamanında temeli atılan her sey dört halife döneminde geliserek olgunlasmıstır.Bundan dolayı dört halife dönemi, daha sonraki dönemler için ilham kaynagı olan uygulamaların sergilendigi,her devirde örnek alınması gereken bir dönemidir.Bu çalısma, dört halife döneminde yasama faaliyeti ve bu dönemdeki bazı yasama örnekleriisminde iki ana baslıktan olusmaktadır. Dört halife döneminde yasama faaliyeti baslıgında; budönemdeki kuvvetler arası iliskiler ve yasama faaliyetinin isleyisi üzerinde durulmustur. Yasamaörnekleri baslıgında ise bu dönemdeki önemli bazı yasama faaliyetleri incelenerek tahliller yapılmıstır.

The essential task of the state is to restore the order in the society by establishing and implementingstandard rules of quality to govern a variety of social relations between people and social institutions.The state carries this duty through legislation, enforcement, and judiciary. However, the function oflegislation is the most emergent function of state’s sovereignty.Everything, of foundation was laid during the Prophet’s time, had improved and matured underthe term of four caliphs. Therefore, the time period which was governed by four caliphs is a criticalperiod demonstrating the implementations of rules which is a source of inspiration for subsequentperiods and an examplary period for all ages.This study consists of two main sections named legislative activity in the period of four caliphs andsome legislative examples of this period. Under the title of legislative activity in the period of fourcaliphs; inter-service relations and the focus was on the functioning of legislative activity in this period.Under the title of legislative examples, some important legislative Works in this period were analyzed.
