Osmanlı Devleti’nin genelinde olduğu üzere Malatya’da da 1850-1860 yılları arasında hapishane olarak kullanılmak üzere bir yapı tahsis edilmiştir. Burada görev yapmak üzere jandarma, gardiyan, kâtip ve müdür gibi görevliler kısa sürede tayin edilerek hapishanenin işlerliği sağlanmıştır. Hapishane, hükümet konağının yakınında, kerpiçten tek katlı, alt döşemeleri büyük oranda çürümüş, rutubetli, havasız ve ışıksız dört koğuştan oluşan bir yapıdır. Buranın kötü fiziksel koşulları dolayısıyla sıklıkla tamir görmesi gerekmiştir. Bu da çare olmayınca yeni bir hapishanenin inşası noktasında dönemin sonuna kadar yerelden talepler gelişmiştir. Ekonomik nedenlerden ötürü bu girişimler büyük oranda olumsuzlukla neticelenmiştir. Yaşanılan deprem, hastalık ve izdiham dolayısıyla başka yerlere taşınması söz konusu olmuş ise de netice alınamamıştır. Osmanlı Devleti’nin çıkardığı aflar ve hapishane reformlarına rağmen hapishane koşullarında ve mahpus sayısında önemli bir değişik meydana gelmemiştir. Kapasite üstü mahpus sayısı nedeniyle izdihamlar ve ekonomik sıkıntılar hapishanede eksik olmamıştır. Burada kalan mahpus sayısı 150 ile 500 arasında değişmesine karşın kapasite bu rakamları karşılamaktan uzak kalmıştır. Söz konusu koşullarda ve kapasitede yarım asrı geçen bir sürenin sonunda Cumhuriyet’e bu haliyle intikal etmiştir.

As in the whole of the Ottoman Empire, a building was allocated in Malatya to be used as a prison between 1850 and 1860. Officers such as gendarmerie, guards, clerks and directors were appointed to work here in a short time, and the functionality of the prison was ensured. The prison is a single-storey adobe building, close to the government office, consisting of four dormitories, the lower floors of which are largely rotten, damp, airless and unlighted. Due to the bad physical conditions of this place, it had to be repaired frequently. When this failed to be a solution, local demands developed for the construction of a new prison until the end of the period. Due to economic reasons, these initiatives have largely resulted in negativity. Although it was possible to move it to other places due to the earthquake, illness and stampede, no results could be obtained. Despite the amnesties and prison reforms issued by the Ottoman Empire, there was no significant change in prison conditions and the number of prisoners. Congestion and economic difficulties due to the overcapacity inmates were not lacking in the prison. Although the number of prisoners staying here varied between 150 and 500, the capacity remained far from meeting these figures. At the end of a period of more than half a century in the aforementioned conditions and capacity, it was transferred to the Republic in this form.
