Türkiye'de Yerel Kalkınma ve Devletin Rolü: Bir Yöresel Panel Veri Analizi

Bu çalışmada, Türkiye’de devletin yerel kalkınmadaki aktif rolünün incelenmesi amaçlanmıştır. Ekonometrik bir modelle, Türkiye’de yeni sanayi odaklarının gelişimindeki devletin rolü, üç kamu destekleme politikası (yatırım teşvikleri, krediler ve kamu yatırımları) aracılığıyla ortaya çıkarılmaya çalışılmıştır. Türkiye’deki 24 yöreden alınan panel veri seti kullanılarak ve farklı çapraz kesit etki spesifikasyonları değerlendiri-lerek tahmin edilen modeller sonucunda, kamu yatırımları ile özel yatırımlar arasında tamamlayıcı bir ilişki bulunmuş, ancak diğer iki politikanın etkisi yakalanamamıştır. Çalışmada, elde edilen sonuçlar çerçevesinde, bu yeni sanayi odaklarının gelişiminin belli bir ivme kazanması için devletin kamu yatırımlarına ağırlık verilmesi gereğinin altı çizilmiştir.

Local Development and the Role of Government: An Analysis of a Panel of Counties Turkey

The central objective of this study is to examine the role of government on local development in Turkey. Constructing an empirical model of private investment in manufacturing, the role of government on the development of new industrial districts is investigated, with the emphasis on the effects of investment subsidies, the volume of credits and public investment. Using panel data from 24 counties in Turkey, the econometric model is estimated employing different specifications of cross-section specific effects. The results suggest that there is complementary relationship between public and private investment in manufacturing. Nonetheless, the findings indicate no effects of the other policy actions. As a result, the study highlights the role of public investment in facilitating potential/new industrial districts to improve and develop more rapidly.
