Bu çalışma ile Soğuk Savaşın bitişinden sonra ortaya çıkan bölgesel dinamikleri olumlu yönde değerlendirebilmek amacıyla Türkiye tarafından 1990 yılında ortaya atılmış olan Karadeniz Ekonomik İşbirliği (KEİ) Projesinin aradan geçen on yıldan fazla süre içerisinde kat ettiği yolun değerlendirilmesi amaçlanmaktadır. Çalışmada daha köklü ve güçlü bir bölgesel entegrasyon projesi olan Avrupa Birliği’nin bölgeye bakışı ele alınmakta, iki bölgesel örgüt arasındaki muhtemel işbirliği alanları incelenmektedir. Sonuç olarak, AB’nin Karadeniz bölgesinin kendisi için önemini tekrar gözden geçirerek önümüzdeki süreç içerisinde daha yapıcı bir tutum içerisine girmesinin ve somut proje teklifleri getiren KEİ’yi desteklemesinin oluşturmaya çalıştığı güçlü ekonomik ve siyasi birliğin geleceği açısından önemli sonuçlar yaratabileceği değerlendirilmektedir.

This study aims at evaluating the progress achieved by the Black Sea Economic Cooperation (BSEC) Project since its inception by Turkey in 1990 with a view to taking advantage of the regional dynamics generated by the ending of the Cold War period. The paper examines the attitude of the European Union (EU), a much more powerful and deep rooted regional integration project, vis-à-vis the Black Sea region as well as possible areas of cooperation between these two regional organizations. It concludes that, by reevaluating the significance it attaches to the Black Sea region, the European Union should adopt a more constructive approach towards and support the Black Sea Economic Cooperation (BSEC) Organization and the concrete cooperation projects it produces, from which it could derive important benefits in the future.
