Yeni Bir Egemenlik Mücadelesi Alanı Olarak Arktika: ABD – Rusya Rekabeti

Küresel ısınma ile birlikte Arktik Okyanusunu kaplayan buz tabakası erimeye başlamıştır. Buzların erimesi Arktika bölgesinde yer alan hidrokarbonlara erişimi kolaylaştırmıştır. Buna ek olarak, küresel ısınma sebebiyle ilerleyen yıllarda Arktik Okyanusu’nun buzdan arınacağına ilişkin öngörüler, Kuzey Denizi Rotası ve Kuzeybatı Geçidi’nin geleneksel su yollarının yerine geçebileceği beklentilerinin oluşmasına neden olmuştur. Bu gelişmeler doğrultusunda kıyı devletlerinin Arktika’ya yönelik ilgisi önemli ölçüde artmış ve Arktika’da egemenlik alanlarının paylaşılması konusunda ciddi tartışmalar meydana gelmeye başlamıştır. Bu tartışmalar ışığında potansiyel kriz bölgesine dönüşmeye başlayan Arktika, özellikle Rusya ve ABD’nin jeopolitik mücadelelerinin yaşandığı bir alan olarak karşımıza çıkmaktadır. Bu doğrultuda Rusya ve ABD’nin Arktika Bölgesi’ne yönelik politikalarını inceleyerek Arktika’daki belli başlı problem alanlarını değerlendirmek bu çalışmanın temel amacıdır

The Arctic As A New Arena of Sovereignty Dispute: US-Russia Competition

With the global warming, the ice layer covering the Arctic Ocean has begun to melt. The melting of ice has facilitated access to hydrocarbons in the Arctic region. In addition, estimations showing that the Arctic Ocean will be free from ice in the coming years due to global warming have led to expectation that the Northwest Pass and the North Sea Route in the region could be an alternative to the traditional waterways. In line with these developments, the interest of the coastal states towards the Arctic has increased considerably and serious debates have begun on occupation of sovereignty areas in the Arctic. The Arctic, which started to turn into a potential crisis region in the light of these discussions, emerges as an area where the geopolitical struggles of Russia and the USA are clashing. In this regard, the main objective of this study is to examine the policies of Russia and the USA about the Arctic region and to evaluate the major problematic points in the Arctic
