Kamu özel sektör işbirliği ile yapılan projelerdeki kritik başarı faktörlerinin çeşitleme ile incelenmesi: Türkiye perspektifi

Kamu özel işbirliği (KÖİ) yeterli altyapısı olmayan ve gerekli altyapı yatırımlarını yapacak finansal kaynağı olmayan ülkeler için tercih edilen bir yöntemdir. Bu yöntem son yıllarda Türkiye’de de çok popüler bir yöntem haline gelmiştir. Bu yöntem incelendiği zaman bu yöntemin diğer yöntemlere göre birçok avantajı gözlenmekle beraber bu yönteme karşı getirilen bazı eleştiriler de bulunmaktadır. Ayrıca yapısal olarak bakıldığı zaman geleneksel yöntemlere göre daha karışık yapısı nedeniyle bu projelerin başarılı olması diğer projelere göre daha fazla sayıda faktöre bağlıdır. Bu nedenle KÖİ projelerinin başarısını sağlamak amacıyla kritik başarı faktörlerinin (KBF) belirlenmesi kamu kaynaklarının daha efektif kullanılabilmesi adına büyük öneme sahiptir. Her ne kadar literatürde bu tür çalışmalara rastlansa bile bu çalışmalar ülke özelinde yapılmaktadır. Bu nedenle Türk inşaat yapısına özgün kriterlerle yapılacak bir çalışma Türk sektörü için büyük bir önem arz etmektedir. Bu hedefle bu çalışmada çeşitleme kavramı ile Türkiye’deki KÖİ projelerinin başarıları için gerekli olan KBF faktörleri belirlenmeye çalışılmıştır. Yapılan literatür taraması ve yarı yapılandırılmış görüşmeler vasıtasıyla 54 KBF belirlenmiş. Bu KBF’lere dayalı olarak bir anket çalışması yapılmış. Yapılan anket çalışması sonucunda 89 veri elde edilmiştir. Bu veriler faktör analizi ile incelenmiş, analiz sonucunda 10 faktör belirlenmiştir.
