Bütünleşik tur-rotasyon çizelgeleme yaklaşımı ile işyükü minimizasyonu

İş gücünün etkin çizelgelenmesi hizmet sistemlerinin önemli problemlerinden birisidir. İşgücü eksikliği toplam personel maliyetlerini düşürürken hizmet kalitesinin zayıf kalmasına neden olmakta, işgücü fazlalığı ise personel maliyetlerini yükseltirken gereksiz kaynak kullanımına neden olmaktadır. İyi bir iş çizelgesi ile işlemlerin zamanlaması ve sıralanması, iş ve işçi arasındaki denge, belirli bir zamanda ve yerde olması gereken hizmetin gecikmesiz olarak sunulması, işçinin sağlığı ve güvenliği gibi sorunlar çözülebilir. Bu nedenle tur çizelgesi,hizmet sistemlerinin istenilen hizmet düzeyinde çalışırken personel maliyetlerini en küçüklemek için uygun bir araçtır. Tur planlamasının, ergonomi ölçütlerini yeterince sağlamamasının yarattığı sıkıntılar ise son yıllarda dikkat çekmektedir. Bu çalışmada, maksimum hizmetin minimum zorlanma ile karşılanması için tur çizelgelerine rotasyon çizelgelerinin entegre edilmesine dayalı bir tamsayılı programlama modeli önerilmiştir.Oluşturulan rassal verilerle modelin geçerliliği denenmiştir.

Workload minimization by integrated tour-rotation scheduling approach

One of the important tasks encountered in a service system is the effective scheduling of manpower.Understaffing will lower the total labor cost while it will result in poor service quality, and overstaffing will improve the service quality while it will result in underutilization and excessive labor costs. Problems like sequencing and timing of the operations, balancing the workload, prompt service in right time and right place, safety and health could be solved by a proper schedule. Therefore, the tour schedule is an appropriate tool to minimize the labor cost while meeting the required service level in service systems. On the other hand, the problems originated from the insufficiencies of tour planning to meet the human factors criteria attracted the attention of researches in the recent years. An integer programming model based on integration of rotation schedules into tour schedules to provide the maximum service level together with minimum burden is proposed by this study. Then, the validity of the model is tested with generated experimental data.
