Yükseköğretim kurumları, genel anlamda, toplumun yüksek düzeydeki insangücü gereksinimini karşılamak, kültürün kuşaktan kuşağa aktarılmasını sağlamak, bilimsel araştırmalar yoluyla toplum sorunlarının çözüme kavuşturulmasında yardımcı olmak görevlerini üstlenmiş kurumlar olarak kabul edilmektedir. Önemli toplumsal rolleri nedeniyle, üniversiteler, akademiler ve yüksekokullar ülkemizde de, kamuoyunun sürekli ilgi ve duyarlılığını çekmiş, yükseköğretimin sorunları kamuoyunda sık sık tartışılmıştır. Toplumsal özlem ve istekleri dile getiren bu tartışmalar, zaman zaman üniversite düzeninde değişiklik ve reform girişimlerine yol açmıştır.
