14 Mayıs 1950 tarihinde Demokrat Parti’nin seçimleri kazanıp iktidara gelmesiyle başlayan ve 27 Mayıs 1960 tarihinde Türk ordusunun gerçekleştirdiği bir müdahale ile sona eren on yıllık DP Hükümetleri dönemi, sonraki yıllarda birçok açıdan incelenen bir dönem olmuştur. Bu incelemelerde DP dönemine yönelik yapılan eleştirilerden birisi, hükümetin kendi siyasi amaçlarına göre hareket eden bir polis teşkilatı oluşturmaya çalıştığı iddiasıydı. Türk polisi de gerek bu dönemde gerekse 27 Mayıs müdahalesi öncesi meydana gelen olaylarda, siyasi taraf tutmakla (hükümet yanlısı olmakla) ve böylece tarafsızlığını kaybetmekle suçlandı. Bu nedenle Emniyet Teşkilatı askeri müdahaleden en çok etkilenen kurumlardan birisi oldu ve sonraki süreçte uzun yıllar darbenin etkisini üzerinden atamadı. Bu makale, DP iktidarı süresince uygulanan iç güvenlik politikaları, hükümetlerin tutumu, polis teşkilatının içinde bulunduğu durum, polis-siyasetçi ilişkisi, darbe öncesi polisin olayları algılama ve karşı koymadaki yetersizliği ve özet olarak darbenin akabinde yaşanan problemleri ortaya koymayı amaçlamaktadır. 

Democrat Party (DP) period in Turkey covering the period between 14th May 1950 elections and the 27 May 1960 coup d’etat has been handled by many scholars. In the related essays the DP governments have been criticized for manipulating and reforming the police forces for their political aims. In the lead up to 27 May a number of separate incidents took place in Turkey. The Turkish Police were to blame on the ground that they politically (government) motivated against these incidents and lost its impartiality. Therefore, the Turkish national police organization was one of the mostly affected state bodies by the coup and could not get rid of this effect for a long time. This article shows DP’s law enforcement policies, government’s attitudes, police-politicians relations, how the police organization failed to respond to advance warnings and incidents of this coup and briefly the main problems as to its own organization following the coup.
