Geleneksel ve Modern Doğal Tekel Teorisi Üzerine Bir İnceleme

Doğal tekellerle ilgili olarak genelde iki teori söz konusudur; geleneksel ve mo- dern teori. Bu konuda klasik ve neo-klasik iktisatçıların görüşleri geleneksel, dü- şüncelerini 1970’li yıllardan sonra ortaya koyan bazı iktisatçıların görüşleri ise modern teori etrafında toplanmaktadır. Bu çalışmanın amacı geleneksel ve mo- dern teoriyi karşılaştırmalı olarak incelemektir. Geleneksel teori, doğal tekellerin oluşumunu, tek yönlü model çerçevesinde arz koşullarını esas alarak ölçek eko- nomileri ile açıklar. Modern teori ise; doğal tekelleri, sadece tek ürünlü firmayı ve ölçek ekonomilerini göz önüne alarak açıklamaz. Teknolojide meydana gelen ge- lişmeler, geleneksel teoriye yapılan eleştiriler, doğal tekeller ve rekabet konusun- da yeni görüşlerin ileri sürülmesi, geleneksel teorinin aşınmasına yol açmış ve modern teorinin ortaya çıkmasına neden olmuştur.

A Study on the Theory of Traditional and Modern Natural Monopoly

There are generally two approaches to defining natural monopolies: traditional and modern approaches. Ideas of classic and neo-classic economists are cen- tered around classical theory while the economists who revealed their ideas af- ter 1970s are considered to be modern. The objective of this study is to exami- ne traditional and modern theories comparatively. Traditional theory explains the formation of natural monopolies within the framework of a one way model based on the supply conditions with economies of scale. But modern theory does not explain natural monopolies by only taking economies of scale and single product company into consideration. Technological changes, new approaches to natural monopolies, new ideas about competition and criticism of the traditional theory depreciated traditional theory and led to the emergence of the modern theory.
