NUMARA TAŞINABİLİRLİĞİ UYGULAMASI SONRASI TÜRKİYE'DE GSM OPERATÖR TERCİHLERİNİN BULANIK TOPSIS YAKLAŞIMI İLE BELİRLENMESİ

Numara taşınabilirliği sistemi, mobil telefon numarası değişmeden GSM (Global System for Mobile Communications) operatörünü değiştirebilmeye olanak sağlayan bir sistemdir. Bu sistemin Türkiye’de yasal hale gelmesinden sonra GSM operatörlerinin müşteriler tarafından seçilmesi için değişik kriterler mevcuttur. Bu çalışmanın amacı, belirsizlik içeren seçim kriterleri ağırlık dereceleri ve kriterler ile alternatifler arasındaki ilişki derecelerinin bulanık üçgen sayılar ile ifade edilerek GSM operatörünün gelecekteki pazar paylarının belirlenmesidir. Bu çalışmada, GSM operatörlerinin seçim kriterleri oluşturulan çalışma grubu tarafından literatür çalışmalarından, müşteri görüşlerinden faydalanılarak belirlenmiş ve dilsel değişkenler yardımı ile ağırlıklandırılmıştır. Türkiye’de faaliyet gösteren Avea, Turkcell ve Vodafone operatörleri her bir kritere göre yine dilsel değişkenler kullanılarak derecelendirilmiştir. Dilsel değişkenlerin nitel olarak analiz edilebilmesi ve dilsel ifadelerin tek bir değer ile değil belirli bir aralıkta derecelendirilerek kullanımı bulanık çok kriterli karar verme yöntemlerini gerekli kılmıştır. Çalışmada bulanık TOPSIS yöntemi kullanılarak GSM operatörlerinin beklenen pazar payları belirlenmiştir.

Mobile number portability systems is a system that can allow portability of GSM (Global System for Mobile Communications) number from another operator without changing GSM number. There are several criteria to select the GSM operators by customer after this system is legal in Turkey. The main purpose of this study is to determine the market sharing in the future of GSM operators by expressing the weighting grades of selection criteria and the relationship between criteria and alternativesthat include uncertainty as fuzzy triangular numbers. In this study, the selection criteria of GSM operators are defined form literature and views of customer and weighted with linguistic variables by working group. Avea, Turkcell and Vodafone that active in Turkey are graded with linguistic variables to each criterion. Analyzing linguistic variables as qualitative variables and using graded linguistic variables in a specified interval are required fuzzy multi-criteria decision making methods. Expected market sharing of GSM operators is determined by using fuzzy TOPSIS method.
