Türkiye’de 1963-2006 Döneminde Kamu ve Özel Sektör Ücretleri Üzerine Bir Ampirik Uygulama

İskandinav ücret modelinden hareket eden bu çalışma, maksimum olabilirlik temelli eş-bütünleşme yaklaşımını kullanarak 1963–2006 döneminde Türkiye’de kamu işçi, memur ve özel sektör işçi ücretleri arasındaki uzun dönem ilişkiyi araştırmıştır. Yapılan eş-bütünleşme analizi bu ücretler için bir adet “ortak yörünge” tespit etmiştir. Yapılan “zayıf dışsalık” analizi tüm ücretlerin içsel değişken olduğunu göstermiştir. Bu bağlamda bu çalışma İskandinav modelinde lider ücret olarak vurgulanan ve diğer sektör ücretleri tarafından takip edilen özel sektör ücretlerinin Türkiye için doğru olmadığını tespit etmiştir. Bu çalışma son olarak uzun dönemde bu üç ücretin birbirlerinden uzaklaşmama eğiliminde olduğunu göstermiştir.

The Relations between Public and Private Sector Wages in Turkey for 1963-2006 Period: An Empirical Analysis

By employing Scandinavian wage determination model as the theoretical reference, this study by using maximum likelihood cointegration approach investigates long run relationship between public officials, public sector workers and private sector workers wages in Turkey for 1963–2006 period. The cointegration analysis finds one common trend among these wages. Weak-exogeneity test shows that all the wages are endogenous variables. In other words, this study concludes that the private sector’s wage leadership main assumption of the Scandinavian model is not a valid assumption for Turkish case. Finally, the study shows that three wages do not diverge from each other in the long run.
