AMERİKA BİRLEŞİK DEVLETLERİ’NDE BAŞKAN YARDIMCISI İLE TÜRKİYE’DE CUMHURBAŞKANI YARDIMCISININ KARŞILAŞTIRILMASI

6771 sayılı Anayasa değişikliği hakkındaki kanunun 16.4.2017 halkoylaması ile kabul edilmesiyle, başkanlık sistemi Türkiye’ye özgü yönleriyle cumhurbaşkanlığı sistemi olarak benimsenmiş oldu. Başkanlık sistemleri içinde hem başarılı hem de demokratik olması yönleriyle temel örnek olarak alınan Amerika Birleşik Devletleri başkanlık sistemi modeli, Türkiye açısından da belirleyici olmasının yanında, belirli açılardan cumhurbaşkanlığı sistemi ile ayrılmaktadır. Bu ayrılma noktalarından birisi de cumhurbaşkanı yardımcıları ile başkan yardımcısıdır. Bu makalede Amerika Birleşik Devletleri’nde başkan yardımcısı ile cumhurbaşkanı yardımcısının benzeyen ve farklılaşan yönleri incelenmektedir.

Comparison Between The Vice President In Turkey And The US

With the adoption of the law on amendment of the Constitution No. 6771 with the referendum of 16.4.2017, the presidential system was adopted in Turkey. The US presidential system model, which is taken as a basic example in terms of being both successful and democratic in presidential systems, is distinguished from Turkey in terms of presidential system as well as being determinative. One of these separation points is the vice-president. This article examines similar and different aspects of the vice president between Turkey and United States.
