Sosyal Transfer Harcamalarının Hanehalkı Tüketim Harcama Yapısı Üzerine Etkisi: Türkiye Örneği

Bu çalışmanın amacı devlet tarafından sağlanan sosyal transfer harcamalarının hanehalkı tüketim harcamalarında yarattığı etkinin incelenmesidir. 2008 küresel ekonomik krizi ve Covid 19 salgını ile beraber günümüzde küreselleşme olgusu ve devletin ekonomideki rolü üzerine tartışmalar yaşanmaktadır. Bu tartışmalarda belirleyici unsur, ekonomik yapı içerisinde devletin aktif rol alıp almaması üzerine olmuştur. Sosyal devlet anlayışı olarak ifade edilen bu rol özellikle dar gelirli hanehalklarına çeşitli yardımlar ve destekler sağlama ilkesi yer alır. Bu destek ve yardımların başında sosyal transfer harcamaları gelmektedir. Bu harcamalar dul ve yetim aylıkları, emekli maaşları, burslar, işsizlik sigortası gibi kalemlerden oluşmaktadır. Dar gelirli hanehalklarının bu geliri nasıl tükettiği iktisadi açıdan önemlidir. Çalışmanın amacına bağlı olarak sosyal transfer ile hanehalkı tüketim harcamasının yapısı arasındaki ilişki Türkiye İstatistik Kurumu tarafından yayımlanan 2019 Hanehalkı Bütçe İstatistikleri kullanılarak, Genelleştirilmiş Doğrusal Regresyon Modeli (GLM) yardımıyla analiz edilmiştir. Uygulanacak yöntem ile temel besin maddeleri ile eğitim ve sağlık hizmetlerine yapılan harcama üzerine sosyal transferler, eğitim, yaş ve cinsiyetin etkisi analize konu olmuştur. Bu analiz sonuçlarına göre, Türkiye ekonomisinde sosyal transferler, dar gelirli hanehalkının temel besin maddeleri ile eğitim ve sağlık hizmetleri tüketimini artırmıştır.

The Effect of Social Transfer Expenditures on Household Consumption Expenditure Structure: The Case of Turkey

The aim of this study is to examine the impact of social transfer expenditures provided by the state on household consumption expenditures. With the 2008 global economic crisis and the Covid 19 pandemic, there have been debates on the phenomenon of globalization and the role of the state in the economy. The determining factor in these debates has been whether the state should take an active role in the economic structure. This role, which is expressed as a social state understanding, includes the principle of providing various aids and supports to low-income households. Social transfer expenditures are at the top of these supports and aids. These expenditures consist of items such as widow and orphan pensions, pensions, scholarships, unemployment insurance. How low-income households consume this income is economically important. Depending on the purpose of the study, the relationship between social transfers and the structure of household consumption expenditure is analyzed with the help of Generalized Linear Regression Model (GLM) using 2019 Household Budget Statistics published by the Turkish Statistical Institute. With the method to be applied, the effects of social transfers, education, age and gender on expenditures on basic food items, education and health services were analyzed. According to the results of this analysis, social transfers have increased the consumption of staple foods, education and health services of low-income households in the Turkish economy.
