Avrupa Birliği-Türkiye İlişkilerinde Sağlığın Korunması: İlerleme Raporlarına Bakış

Avrupa Birliği genişleme stratejisi kapsamında Avrupa Komisyonu tarafından hazırlanan raporlar aracılığıyla adaylık süreci devam eden devletlerin Avrupa Birliği müktesebatına uyumunu izlemekte ve ilerleme durumunu her yıl düzenli olarak raporlamaktadır. Bu strateji hem Avrupa Birliği tarafından raporlanan devletin gelişimini görmek hem de ilgili devletin adaylık sürecinde izleyeceği yol haritasını bilmek adına önemlidir. Türkiye 1998 yılından günümüze düzenli olarak ilerleme kayıtları tutulan bir devlettir. Günümüzde 33 müzakere başlığı üzerinden Türkiye’nin ilerlemesi Avrupa Birliği nezdinde düzenli takip edilmektedir. Bu çerçevede tüketici ve sağlığın korunması 28 sayılı müzakere başlığı olup, sağlık alanındaki ilerlemeler bu başlık altında değerlendirilmektedir. Bu çalışmada, sağlık alanında 1998’den bugüne önemli bir gelişim gösteren Türkiye’nin sağlığın korunmasına ilişkin ortaya koyduğu ilerleme ve Avrupa Birliği müktesebatına uyum performansı Avrupa Komisyonu ilerleme raporları referans alınarak incelenmektedir. Çalışmanın amacı, Türkiye’nin sağlık dönüşümünde Avrupa Birliği’nin etkisini görmek ve Avrupa Komisyonu ilerleme raporları üzerinden bu dönüşümü izlemektir. Çalışmada Türkiye’nin sağlık sistemini Avrupa Birliği müktesebatına uyumlaştırma konusunda önemli bir başarı sağladığı görülmüştür. Sağlığın korunması konusunda Avrupa Birliği Türkiye ilerleme raporlarının incelendiği bu çalışmada Türkiye tarafından ortaya konan istikrar, 1998 yılından günümüze Türkiye’nin üye olma iradesini yansıtmaktadır. Ayrıca bu irade, Avrupa Birliği ile Türkiye arasındaki yapısal ilişkiyi görmek adına da önemli bir göstergedir.

Health Protection in European Union-Turkey Relations: Overview of Progress Reports

The European Union monitors the harmonization of the candidate states with the acquis through the reports prepared by the European Commission within the scope of its enlargement strategy, and regularly reports on their progress every year. This strategy is important not only to see the development of the state reported by the European Union, but also to know the course of action to be pursued by the relevant state during the candidacy process. Turkey is a state whose progress records have been kept regularly from 1998 to the present day. Today, Turkey's progress is monitored regularly by the European Union in 33 negotiation chapters. Within this framework, consumer and health protection is the negotiation chapter 28 and the progress in the field of health is evaluated under this heading. In this study, progress on health protection of Turkey, which has made significant progress since 1988 in the health field, and performance of alignment with the acquis are examined with reference to European Commission progress reports. The purpose of the study is to see the effect of European Union on Turkey’s health transformation and monitor this transformation through the European Commission’s progress reports. In the study, it was found that Turkey's health system had significant success in aligning with the EU acquis. In this study, which examined Turkey’s progress reports on health protection, it can be seen that stability of Turkey shows its will to become a member of the EU since 1998. Furthermore, this will is an important indicator to see the structural relationship between the European Union and Turkey.
