Ona göre devlet, üyelerinin gelişmesine engelolacak şeyleri bertaraf etmelidir ve fiziksel güvenliği sağlamalıdır. Aynı zamandadevletin sağlaması gereken en önemli şey insanların mutluluğudur. Leibniz birdevlet içinde birden çok yönetim olabileceğini tartışmaktadır.
