PLANLAMANIN AVRUPA BİRLİĞİ BOYUTU

Avrupa Birliği'nin genel olarak planlama veya mekansal planlama alanına ilgisi son yirmi yılda önemli ölçüde artmıştır. Avrupa mekansal planlamasının gelişiminin gayrı resmi olmasına, dolayısıyla planlama politika belgelerinin ve topluluk inisiyatiflerinin yasal olarak bağlayıcılığı olmayan bir statüye sahip olmasına rağmen, mekansal planlama alanında Avrupa Birliği faaliyetlerinin Birliğe üye ülkelerinin planlama sistemleri üzerinde çok büyük etkileri olmuştur. Bu çalışma, Avrupa mekansal planlamasının gelişimini Avrupa 2000, Avrupa 2000+ ve ESDP gibi önemli politika belgelerine ve ESPON ve INTERREG III gibi topluluk inisiyatiflerine ağırlık vererek incelemekte ve bu yeni ortaya çıkan Avrupa mekansal planlama alanının Türkiye'de planlama sistemi üzerine muhtemel etkilerini tartışmaktadır

The European Union's interest in the general area of planning or spatial planning has increased considerably over the past twenty years. Although the development of European spatial planning has rested on informality, thereby, the planning policy documents and Community initiatives have legally nonbinding status, the EU activities in spatial planning have been exerting a great influence on the planning systems of the member states. This study is an attempt to examine the development of European spatial planning with an emphasis on main policy documents (e.g. Europe 2000, Europe 2000+ and ESDP) and Community initiatives (e.g. ESPON and INTERREG III), and to discuss the implications of new European spatial planning field for the Turkish planning system
