BEŞERİ SERMAYE VE SÜRDÜRÜLEBİLİR KALKINMA: OECD ÜLKELERİ İÇİN PANEL VERİ ANALİZİ

Bu çalışma, OECD ülke grubunda beşeri sermaye ve sürdürülebilir kalkınma arasındaki ilişkiyi analiz etmeyi amaçlamaktadır. 34 OECD ülkesinin 1990 – 2020 yıllarını kapsayan veriler kullanılmıştır. Analizde kullanılan değişkenler arasında Pedroni eşbütünleşme testine göre bir eşbütünleşme ilişkisi bulunmuştur. Eşbütünleşme ilişkisi bulunan değişkenlere PMG analiz yöntemi uygulanarak uzun vadeli katsayıları tahmin edilmiştir. Tahmin sonuçlarına göre, beşeri sermaye uzun dönemde sürdürülebilir kalkınma üzerindeki etkisi istatistiksel olarak pozitif ve anlamlı bir etkiye sahiptir. 34 OECD ülkesinde beşeri sermayede gerçekleşen %1’lik artış sürdürülebilir kalkınmayı %0.68 oranında artırmaktadır. Nedensellik analiz sonuçlarına göre beşeri sermaye uzun dönemde sürdürülebilir kalkınmanın nedenidir. Analiz sonuçları, OECD ülke grubunda sürdürülebilir kalkınma için beşeri sermayenin önemli olduğunu göstermektedir. Bu sebeple OECD ülkeleri, beşeri sermayenin gelişmesi için en önemli faktör olan eğitime gerekli yatırımları yaparak beşeri sermeyenin sürdürülebilir kalkınma üzerindeki etkisini artırmalıdırlar.

HUMAN CAPITAL AND SUSTAINABLE DEVELOPMENT: PANEL DATA ANALYSIS FOR OECD COUNTRIES

This study aims to analyze the relationship between human capital and sustainable development in the OECD country group. Data covering the years 1990 – 2020 of 34 OECD countries were used. According to the Pedroni cointegration test, a cointegration relationship was found between the variables used in the analysis. The long – term coefficients were estimated by applying the PMG analysis method to the variables with a cointegration relationship. According to the estimation results, the effect of human capital on sustainable development has a statistically positive and significant effect in the long run. In 34 OECD countries, a 1% increase in human capital icrease sustainable development by 0.68%. According to the causality analysis results, human capital is the cause of sustainable development in the log run. The results of the analysis show that human capital is important for sustainable development in the OECD country group. Therefore, OECD countries should increase the impact of human capital on sustainbale development by making the necessary invesment in education, which is the most important factor the development of human capital.
