TÜRKİYE VE DÜNYA YEŞİL LİMAN ÖLÇÜTLERİNİN KARŞILAŞTIRMALI BİR DEĞERLENDİRMESİ

“Yeşil liman” kavramı, liman operasyonlarındaki ekolojik önem ve enerji tasarrufu bakış açısını yansıtmaktadır. Yeşil limanlar, limanlarda sürdürülebilir ve iklime duyarlı gelişimi için uzun vadeli stratejilerin bir sonucu olarak tanımlanır. Yeşil limanlar bu çerçevede ülkelerin çevreye, emniyete ve insan sağlığına verdiği önemi yansıtmaktadır. Gelişmiş ülkeler, limanlarının sürdürülebilir, emniyetli, çevreye ve insan sağlığına duyarlı limanlar haline dönüşebilmesi için ve uluslararası örgütler tarafından belirlenen standartlara ulaşılabilmesi için “EcoPort” projesi başta olmak üzere çalışmalarını sürdürmektedirler. Bu çalışmanın amacı, dünyadaki ve Türkiye’deki yeşil liman kavramlarının tanımlanması, Ulaştırma ve Altyapı Bakanlığı tarafından belirlenen, yeşil liman sertifikasını alabilmek için gerekli olan ölçütlerin ve yasal süreçlerin incelenmesi ve dünyada benimsenen protokoller ile belirlenen ölçütler ve süreçler ile karşılaştırılması aynı zamanda literatüre göre geçerliliklerinin incelenmesidir. Bu çalışmada Türkiye’nin benimsediği yeşil liman ölçütleri ile küresel geçerliliği olan yeşil liman ölçütlerinin karşılaştırmalı bir değerlendirmesi yapılmıştır. Değerlendirme sonucunda benimsenen ölçütler arasındaki farklılıklar, literatürde geçerli olan Avrupa limanlarının yeşil liman performans ölçütleri açısından listelenmiştir. Çalışmanın sonucunda, uluslararası standartlara göre, Türkiye’de yeşil liman olma ölçütlerinin bazılarında uyumsuzluklar tespit edilmiş ve Türkiye’deki yeşil limanlar, yeşil liman olma ölçütleri ve sertifikalar için yeni düzenleme önerileri sunulmuştur.

A COMPARATIVE EVALUATION OF TURKEY’S AND THE WORLD'S GREEN PORT CRITERIA

The “green port” concept reflects the ecological importance and energy saving perspective in port operations. Green ports are defined as long-term strategies for sustainable and climate-sensitive development in ports. In this context, green ports reflect the importance that countries attach to the environment, safety and human health. Developed countries continue their work, to transform their ports into sustainable, safe, and environmentally and human health-conscious ports and to reach the standards set by international organizations. The purposes of this study is to define the concept of green port in Turkey and in the world, to investigate the legal processes and criteria, which are determined by the Ministry of Transport and Infrastructure, for obtaining a green port certificate and comparing these criteria and processes with criteria and protocols adopted in the world as well as examining their validity according to the literature. In this study, a comparative evaluation of green port criteria adopted in Turkey with globally adopted criteria was conducted. In conclusion, discrepancies with global criteria has been listed and new regulatory proposals for green port criteria and certificates were presented.
