TÜRKİYE’DE CUMHURBAŞKANLIĞI HÜKÜMET SİSTEMİNDEKİ BAKANLIKLARIN KURUMSAL KURAM EKSENİNDE İNCELENMESİ
Bakanlıklar, kamu hizmetlerinin yerine getirilmesinde ve kamu politikaların uygulanmasında merkezi yönetimin vazgeçilmez bir örgütlenme biçimidir. Türk kamu yönetiminde de kurumsallaşmış ve meşruiyeti yüksek bu yapının genetik mirası Osmanlı Devleti’nden devralınmış ve günümüze kadar varlığını sürdürmüştür. Türkiye Cumhuriyeti’nde bakanlıkların niteliksel ve niceliksel özellikleri, zamanın ruhuna ve ülke ihtiyaçlarına göre değişiklik arz etmiştir. 2018 Haziran ayı itibariyle Cumhurbaşkanlığı Hükümet Sistemine geçilmiş ve yeni sistemde bakanlıklar yeniden yapılandırılmıştır. Bu çalışmanı amacı da Türkiye Cumhuriyeti’nde bakanlıkların varlık nedenini kuramsal bir çerçevede ele almak, gelişimlerini açıklamak ve de yeni hükümet sisteminde bakanlıkların hangi kurumsal mantıkla yapılandırıldığını belirterek bakanlıkların teşkilat yapılarındaki değişikleri incelemek, yapılan düzenlemeleri değerlendirmektir

RESTRUCTURING OF THE MINISTRIES IN THE SYSTEM OF THE PRESIDENCY OF THE REPUBLIC WITH THE INSTITUTIONAL THEORY FRAMEWORK
Ministries are an indispensable form of organization of central government in the implementation of public services and public policies. The genetic heritage of this structure, which has been institutionalized and legitimized in the Turkish public administration, was taken over from the Ottoman Empire and continued to exist until today. Qualitative and quantitative characteristics of the ministries of the Republic of Turkey have also vary according to the Zeitgeist and needs of the country. In June 2018, the System of the Presidency of the Republic was adopted, and the ministries were restructured in the new system. The aim of this study is to explain the reason of the existence of the ministries in the Republic of Turkey by addressing a theoretical framework, also explain their development, examine and assess the institutional logic of the arrangements and organizational structures of ministries in the new system
