Kırdan kente göç ve tarımsal verimlilik: Türkiye örneği

Bu çalışmada temelde Todaro’nun geliştirdiği kırdan kentte göçün nedeni olarak gösterilen verim farklılığı savı Türkiye ekonomisi için incelenmiştir. Kente yapılan yatırımlar ve kent olanakları kentteki işçilerin reel ücretlerini yükselttiğinden kırda kalmanın alternatif maliyeti artmaktadır. Kırdan kente göç hem kentlerdeki işsizliği hem de ekonomik ve sosyal problemleri arttırmaktadır. Geliştirilen göç ve verimlilik modeli yardımıyla 1988–2008 yılları arasında Türkiye’deki kırsal göç olgusu incelenmiştir. Çalışmada, tarımdaki verimliliğin göstergesi olan ücretlerle, verimliliği arttıran temel unsur tarımdaki yatırım harcamaları ve diğer değişkenlerin göç üzerindeki etkileri tahmin edilmiştir. İç ticaret haddindeki olumsuz gelişmenin yanısıra gerek yatırımların tarımsal istihdam üzerindeki etkisinin sınırlı olması, gerekse tarımsal ücretler artsa bile bu artışın çok düşük olmasından dolayı kırdan kente göçün devam edeceği sonucuna ulaşılmıştır.

Migration from rural to urban and agricultural productivity: The case of turkey

This work mainly examines the Turkish economy within the framework of Todaro’s production difference hypothesis that is stated as the main reason of rural-urban migration. As urban investments and opportunities increase the real wages in urban, the alternative cost of living in rural increases. Rural-urban migration not only increases the urban unemployment but also increases the urban economic and social problems. This work examines rural migration in Turkey between 1988-2008 in accordance with the Migration and Efficiency Model that is developed. Also, this work estimates how wages –the indicator of efficiency-, agricultural investments –the main factor that increases efficiency- and other variables affect migration. This paper concludes that rural-urban migration will go on because of the negative development of domestic trade rates adding to the limited effects of agriculture on employment and, where exists, very low increases in agricultural wages.
