Bölgesel Kalkınma’da Yönetişim Kavramı

Bölgesel kalkınma kavramı, bölgelerin, çevre bölgeler ve dünya ile karşılıklı etkileşimi ile oluşan bölgeyi dikkate alan katılımcılık ve sürdürülebilirliği temel ilke edinen ve insan kaynağının geliştirilmesi, ekonomik ve toplumsal potansiyellerin daha etkin kullanılması yoluyla bölge refahının yükseltilmesini amaçlayan çalışmaların bütünü olarak tanımlanabilmektedir. Yukarıdan aşağıya merkezi örgütlenme içerisinde tasarlanan ve merkez odaklı bölgesel ve yerel kalkınma çabaları yerini yerel dinamiklerin ve içsel potansiyelin harekete geçirildiği etkileşimli ve çok karmaşık bir yapıya dönüşmüştür.Bundan dolayı, kalkınma, büyüme ve rekabet gücü gibi ekonomik ve istihdam olanaklarının, kentsel ve çevresel sorunların çözümü, kent ve çevre sorunlarının giderilmesi ile bölge halkının yaşam standardının yükseltilmesi gibi sosyal amaçlara ulaşılmasında yerel, bölgesel ve ulusal unsurların iç içe geçtiği birbirini etkileyen ve destekleyen bir ağyapının varlığı söz konusudur. Bu çalışmada bölgesel kalkınmada yönetişim ilkesi doğrultusunda bölgede bulunan bütün aktörlerin ortak katılımı ile harekete geçirildiği yerel/bölgesel kalkınma anlayışı üzerinde durulmaktadır.

The Concept of Governance in Regional Development

Regional development concept, regions, surrounding regions and takes into account the region formed by the interaction with the world, the basic principle of participation and sustainability and the development of human resources can be defined as a set of studies aimed at increasing the economic and regional prosperity through more effective use of social potential. Designed in top-down central organization focused on regional and local development efforts and the central place it interactively mobilizing local dynamics and internal potential and has become a very complex structure. Therefore, the development, growth and competitiveness as well as economic and employment opportunities, solution of urban and environmental problems, the city and the people of the region with the elimination of environmental issues locally in achieving social objectives such as raising the standard of living, interacting as intertwined regional and national elements, and supporting a The presence of the network in collaboration is concerned. In this study, regional development governance principles in line with the joint participation of the mobilization of all actors in the area of local / regional development approach is emphasized.
