Ulusal Varlık Fonları ve Türkiye Uygulaması

Son yıllarda sayıları hızla artan Ulusal Varlık Fonları UVF’ler , devletin kontrolünde olan ve çeşitli makroekonomik hedefleri gerçekleştirmek üzerine kurulan şirketlerdir. Bu fonlar daha çok petrol gelirleri olan ya da petrol dışı ihracat fazlaları olan ülkelerin kullandığı bir araçtır. Ancak son yıllarda herhangi bir doğal kaynak geliri ya da ihracat fazlası olmayan ülkelerin de UVF kurduğu görülmektedir. Bu çalışmada, ilk olarak kısa bir tarihsel arka plan verilmiştir. Ardından ulusal varlık fonlarının sınıflandırılması ve küresel ekonomideki yerleri incelenmiştir. Daha sonra, bir ulusal varlık fonu türü olarak son yıllarda yükselişe geçen ulusal kalkınma fonlarının işlevleri konu edinilmiştir. Son olarak ise yeni kurulan Türkiye Varlık Fonu TVF üzerine bir değerlendirme yapılmış ve çalışmanın önceki bölümlerinde yapılan sınıflandırma doğrultusunda TVF’nin hangi tür ulusal varlık fonu olduğu üzerine tartışılmıştır

Sovereign Wealth Funds and Turkey’s Practice

Sovereign Wealth Funds SWFs , which have grown rapidly in recent years, are companies under state control and based on the achievement of various macroeconomic objectives. These funds are mostly used by countries with petroleum incomes or nonpetroleum exports. However, in recent years, it has been observed that SWFs was established in countries where there is no natural resource income or export surplus. In this study, firstly, a brief historical background was given. Then, the classification of SWFs and their location in the global economy are examined. Later, we focused on the functions of the sovereign development funds that have risen in recent years as a wealth fund type. Finally, an assessment was made on the newly established Turkish Wealth Fund TVF and it was discussed what type of sovereign wealth fund TVF had in the previous section of the study
