Esnek İşgücü Piyasası Politikalarının Ücret ve Kâr Üzerine Etkisi: Bir Karşılaştırmalı Ülke Analizi
1970’li yıllarda kapitalizmin krizine yanıt olarak ortaya konulan neo-liberal politikalar, üretimin ve dolaşımın dünya ölçeğinde genişlemesine neden olmuştur. Bu krizle baş edebilmek için uygulanan ve daha çok işgücü piyasalarını düzenlemeyi hedefleyen tanımlanmıştır. Yüksek oranlı işsizliğe çözüm olarak önerilen fakat daha çok sermaye kârlılığını artırmayı hedefleyen esneklik politikaları bir dizi argüman üzerinden meşrulaştırılmasına rağmen, bu politikaların sonuçları analizlere yeteri kadar konu olamamıştır. Bu çerçevede çalışmanın amacı, 34 OECD ülkesi için 1998-2008 dönemine ait verileri analiz ederek, esneklik, ücret, kâr ve işgücü üretkenliği arasındaki ilişkiler üzerine bulgular sunmaktır. Çalışmada, işgücü piyasalarının istihdamı korumada ne derece katı veya esnek olduğunu gösteren OECD 2013 “İstihdam Koruma Mevzuatı Endeksi”nden yararlanılmıştır. GMM Genelleştirilmiş Momentler Metodu ve Sabit Etkiler Metodu kullanılarak yapılan tahminler, istihdamı korumadaki artışın ücretleri artırırken, kâr oranlarında düşüşe neden olduğunu, işgücü üretkenliğindeki artışın ise kâr oranlarını artırırken, ücretleri negatif etkilediğini göstermektedir. Daha da önemlisi, istihdamı korumadaki katılık derecesinin ücretler üzerindeki artırıcı etkisinin işgücü üretkenliği artıkça azaldığını, diğer taraftan, kâr üzerindeki azaltıcı etkisinin ise üretkenlik artışı ile birlikte azaldığını göstermektedir
The Impact of Flexible Labour Market Policies on Wage and Profit: A Comparatıve Country Analysis
The neo-liberal policies emerged as a response to the crisis of capitalism in the 1970s have resulted in expansion of production and circulation on the world scale. These policies implemented to cope with this crisis by targeting mostly to regulate labour markets have been defined as flexibility policies. Although the flexibility policies proposed as a remedy to high rates of unemployment but aims more at increasing the profitability of capital have been legitimized through a series of arguments, the outcome of these policies has not been the subject of analysis sufficiently. Within this context, the aim of this study is to provide evidence on the relations between flexibility, wage, profit and labour productivity by analysing the data for the period of 1998-2008 for 34 OECD countries. In this study, OECD 2013 Employment Protection Legislation Data, which measures to what extent the labour markets are rigid or flexible, is used. The results of GMM and Fixed Effects estimations show that an increase in the level of rigidity for the protection of employment has an increasing/decreasing effect on wages/profits. We reached the conclusion that an increase in labour productivity increases profit rates while it affects wages negatively. Moreover, increasing/decreasing impact of rigidity of employment protection on wages/profits decreases with productivity increase
