TÜRKİYE-ABD İLİŞKİLERİ BAĞLAMINDA CIA ESKİ BAŞKANI ALLEN WELSH DULLES VE FAALİYETLERİNİN İNCELENMESİ

Bu çalışmada 1953-1961 yılları arasında Amerika Merkezi İstihbarat Teşkilatı CIA Başkanlığı görevinde bulunan Allen W. Dulles’in Türkiye tarihindeki yeri araştırılmaktadır. Dulles, Birinci Dünya Savaşı’nda Avrupa görevi ile tanımaya başladığı Osmanlı Devleti’nin kaderinin şekillendiği Paris Barış Konferansı’nda ABD Başkanı Woodrow Wilson’un en yakınındaki isimlerden biriydi. Dulles, ABD’nin İstanbul temsilcisi Yüksek Komiser Amiral Bristol’un yardımcılığı görevi ile Osmanlı Devleti’nin son günlerine, ABD Yakın Doğu Bürosu şefliği ile Türkiye Cumhuriyeti’nin doğuşuna tanıklık etmiştir. Bu süreçte Dulles, ABD’nin bölgeye ilgisinin artmasına ve Türkiye Cumhuriyeti ile diplomatik ilişkilerin başlatılmasına çalışmıştır. ABD Yakın Doğu Bürosu şefliği sonrasında avukatlık yapan Dulles, İkinci Dünya Savaşı’nda kurulan ABD istihbarat teşkilatı OSS’de görev almıştır. İkinci Dünya Savaşı yıllarında OSS’nin Türkiye şubesinin kurulmasını sağlayan Dulles, güçlü casus ağı sayesinde Türkiye’deki Nazi casuslarının bir kısmını deşifre etmişti. CIA’nın ilk sivil başkanı olan Dulles, bu görevi üslendiği sürede Türkiye’nin stratejik konumunu sık sık vurgulamıştır. 27 Mayıs 1960 Darbesi öncesindeki gelişmeleri yakından takip eden ve darbenin olacağı ön görüsünde bulunan Dulles, darbe sonrasında ABD nezdinde yeni yönetimin kabul görmesinde etkin rol oynamıştır. ABD’nin başarısız Küba hamlesi sonrasında CIA başkanlığından istifa etmiştir.

EXAMINATION OF FORMER CIA DIRECTOR ALLEN WELSH DULLES AND ITS ACTIVITIES IN THE CONTEXT OF TURKEY-USA RELATIONS

This study also found between the years 1953-1961 Chairman of the CIA Allen W. Dulles is being investigated in the history of the Republic of Turkey. Dulles was one of the closest names to US President Woodrow Wilson at the Paris (Peace) Conference, which shaped the fate of the Ottoman Empire, which he began to recognize with his European mission during the First World War. Dulles, Istanbul representative of the United States High Commissioner, Admiral Bristol’s assistant duties with the last days of the Ottoman Empire, the United States has witnessed the emergence Near East Bureau Chief of the Republic of Turkey. In this process Dulles, with an increase in the interest of the United States and the Republic of Turkey has worked for the start of diplomatic relations. Dulles, who worked as a lawyer after being the chief of the State Department’s Near Eastern Division, worked in the US intelligence agency OSS, which was established during the Second World War. Dulles USA intelligence in the Second World War years Turkey had provided the OSS establishment of branches. Thanks to Dulles powerful spy network had deciphered a part of Nazi spies in Turkey. CIA’s first civilian president in Dulles, at the time that this task undertakes the strategic position of the USA in Turkey has frequently stressed. Dulles, who closely followed the developments before the coup d’état of May 27, 1960 and predicted that the coup would occur, played an active role in the acceptance of the new administration in the USA after the coup. He resigned from the CIA presidency after the USA failed Cuban move.
