TÜRKİYE İÇİN MAKROEKONOMİK PERFORMANS ENDEKSİNİN ANALİZİ (1990-2017): YAPAY SİNİR AĞI YAKLAŞIMI
Son yıllarda ülkelerin makroekonomik performansları OECD tarafından geliştirilen Makroekonomik Performans Endeksi ile değerlendirilmektedir. Bu endeks içinde 5 farklı makro değişken yer almaktadır,değişkenlerin belli oralardaki ağırlıkları toplamına 100 eklenmesiyleelde edilmektedir. OECD üyesi tüm ülkelerin homojen bir ekonomikyapı sergilemediği dikkate alındığında, makroekonomik performansendeksi içinde yer alan 5 değişkene ait sabit ağırlıklar problem oluşturmaktadır. Bu değişkenlerden biri olan ve dış denge göstergesi kabuledilen cari açığın GSYİH’a oranı dış ticaret yapısına göre iki üye ülkede farklı makroekonomik etkiye sahip olabilecektir. İşte bu çalışmadaTürkiye’de 1990-2017 döneminde makroekonomik performans endeksiOECD yönteminde kullanılan 5 değişkene ait verilerle Yapay Sinir Ağı(YSA) yöntemiyle tahmin edilmiştir. Bu tahmin endeks içinde yer alandeğişkenlerin ağırlıklarını kendi içinde belirlemiştir. Yapılan tahmindeOECD hesaplamasında işsizlik oranının %20 olan ağırlığının değişmediği, ekonomik büyümenin endeks içi ağırlığının %30’dan yaklaşık %27’yeve enflasyonun %20 olan ağırlığının %17’ye gerilediği, bütçe ve cariaçık değişkenlerinin ağırlıklarının da %15’den sırasıyla %20 ve %17’yeyükseldiği görülmüştür.
Analyzing the Macroeconomic Performance Index for Turkey (1990-2017): Artificial Neural Network Approach
In recent years, macroeconomic performances of countries have been evaluated with the Macroeconomic Performance Index developed by OECD. There are 5 different macro variables in this index, which are obtained by adding 100 to the total weight of these variables at certain points. Considering that not all OECD member countries exhibit a homogeneous economic structure, the fixed weights of the 5 variables in the macroeconomic performance index are problematic. The ratio of the current account deficit to GDP, which is one of these variables and is considered as an external balance indicator, may have different macroeconomic effects in the two member countries depending on the foreign trade structure. In this study, Turkey’s macroeconomic performance index in the period 1990-2017 was estimated using by artificial neural network (ANN) method based on OECD method. This estimate determined the weights of the variables within the index. According to the OECD calculation, the weight of the unemployment rate, which is 20%, did not change, the economic growth decreased from 30% to about 27% and the inflation rate decreased to 17% from 20%, while the weight of budget and current account deficit variables were 15% respectively. 20% and 17% respectively.
