Werner'in Osmanlı tarihçileri arasında ün yapan ve müteaddit baskıları olan bu eseri, Osmanlı kaynaklarını kullanması kadar Batı dillerinde ve özellikle Doğu Avrupa'da yapılan tüm araştırmalardan titizlikle yararlanmasından da ileri geliyor. Werner burada Balkanlardaki Osmanlı hakimiyetinin feodal bir restorasyon, yani toplumsal, ekonomik bir değişim ve bu değişimin sancılarını çeken Balkanlarda eski düzeni yeniden geri getirip güçlendirdiği biçiminde bir yorum yapmaktadır. Halen tartışılan bu yorumu Werner, bilindiği gibi en yetkili biçimde sunan bir yazardır.
