Bu çalışmada, Türkiye`deki 26 Bölgesel Kalkınma Ajansından (BKA) biri olan ve TRC3 Düzey2`de bulunan Mardin, Batman, Siirt ile Şırnak illerini kapsayan Dicle Kalkınma Ajansı (DİKA) incelenmektedir. Çalışmada ilk başta kalkınmada BKA`ların önemi vurgulanmış olup, daha sonra DİKA derinlemesine analiz edilmiştir. DİKA gerek projeler bakımından olsun gerekse gelir-gider noktasında olsun büyük gelişmeler kaydetmiştir. DİKA`nın hizmet kapsamında olan illerin projelere başvuru sayısında, projelerinin kabul edilmesi noktasında ve projelerden alınan destek tutarındaki başarıları yıllara ve programlara göre değişiklikler göstermektedir. Yaptığımız araştırma sonuçlarına göre en başarılı il Batman olurken, en başarısız il ise Şırnak olmuştur.

Being one of the 26 Regional Development Agencies in Turkey and including the cities of Mardin, Batman, Siirt and Şırnak that are in TRC3 Level2, DIKA has been investigated in this study. In the first place of the study, the importance of RDAs is emphasized and the next DİKA is analyzed profoundly. DİKA made great progresses in terms of both projects and income-expense. Even though the success of the Project acceptance and support amounts taken from projects show changes according to years and program the most successful city is Batman whereas Şırnak is the least successful city in the project application number of the cities that are in the scope of DİKA service according to research reports.
