BM'nin Çatışma Yönetimi Etkinliği: Liberya Örneği

Birleşmiş Milletler (BM), çatışmalara müdahale edebilecek en geniş yetki ve kapasiteye sahip olan uluslararası bir örgüttür. Çatışma analistleri ve çatışma yönetimi uygulayıcıları, BM’nin çatışmalara müdahalesindeki etkinliğini bu kapsamda sorgulamaya başlamıştır. Bu makale uluslararası barış ve güvenliği sağlama sorumluluğuna bağlı olarak BM’nin çatışma yönetimi etkinliğini, Liberya örneği çerçevesinde tartışmayı amaçlamaktadır. Bu kapsamda BM’nin Liberya iç savaşındaki çatışma yönetimi faaliyetleri çatışmanın sonlandırılması, barışın sağlanması ve barışın inşası olmak üzere üç boyutta ele alınmıştır. İnceleme sonucunda BM’nin çatışma yönetimini etkin olarak yürütmekten kaçınmasının doğrudan çatışma bölgesine ve dolaylı olarak uluslararası barış ve güvenliğe yönelik olumlu ve olumsuz yansımaları, farklı bakış açılarıyla ortaya konulmuştur.

UN's Conflict Management Efficiency: The Case of Liberia

The United Nations (UN) is an international organization that has the broadest authority and capacity to intervene in conflicts. Conflict analysts and conflict management practitioners have begun to question the effectiveness of the UN's response to conflicts in this context. This article aims to discuss the conflict management effectiveness of the UN in the context of Liberia, depending on its responsibility to ensure international peace and security. In this context, the UN's conflict management activities in the Liberian civil war were discussed in three dimensions: ending the conflict, establishing peace and building peace. As a result of the examination, the positive and negative reflections on the directly conflict area and indirectly on international security of the UN's refusal to carry out conflict management effectively were revealed with different perspectives
