Bir Çatışmanın Analizi ve Müzakere Süreci: Kolombiya’da FARC Örneği

Kolombiya’da 1960’lı yıllarda Kolombiya Devrimci Silahlı Güçleri- Halk Ordusu (Fuerzas Armadas Revolucionarias de Colombia – Ejército del Pueblo, FARC-EP) ile başlayan çatışma dünyada en uzun süren çatışmalardan olmuştur. 50 yıldan fazla süren bu çatışma, Kolombiya’da ölümlere, zorunlu göçlere ve ekonomik problemlere yol açmış, ülkedeki uyuşturucu kaçakçılığı gibi sorunlarla birleşerek çok ciddi toplumsal ve siyasi sonuçlar doğurmuştur. Dolayısıyla çatışmanın yıkıcı etkileri çözümünü de zorlaştırmıştır. Her ne kadar Kolombiya çatışmadan en fazla etkilenen ülkelerden biri olsa da taraflar 2012’de başlayan müzakerelerin ardından 2016 yılında bir barış anlaşması imzalamışlar ve çatışma yerini barış inşası sürecine bırakmıştır. Buradan hareketle bu çalışmada, “Kolombiya’da barış anlaşmasının imzalanmasına giden süreç nasıl ilerlemiştir?” sorusuna yanıt aranmıştır. Bu bağlamda, ülkedeki çatışma analiz edilirken barış anlaşmasının imzalanmasına giden süreçte yaşanan gelişmelere de değinilmiştir. Çalışma kapsamında, Kolombiya Devleti’nin ve FARC-EP’nin, anlaşmanın imzalamasına giden süreçte birçok değişiklik geçirdiği gözlemlenmiştir. Tarafların geçirdiği bu değişimin ise 2016 yılında barış anlaşmasının imzalanmasında etkin bir faktör olduğu tespit edilmiştir.

Analysis of A Conflict and Peace Negotiations: The FARC Example in Colombia

The conflict that started in Colombia in the 1960s with the Colombian Revolutionary Armed Forces-People's Army (Fuerzas Armadas Revolucionarias de Colombia - Ejército del Pueblo, FARC-EP) has been one of the longest-running conflicts in the world. This conflict, which lasted for more than 50 years, has led to deaths, forced migration and economic problems in Colombia, combined with problems such as drug trafficking in the country, resulting in very serious social and political consequences. Therefore, the destructive effects of the conflict made it difficult to resolve. Although Colombia is one of the countries most affected by the conflict, the parties signed a peace agreement in 2016 after the negotiations that started in 2012 and the conflict left its place to the peace building process. Hence, in this study, the answer of the following question was sought "How has the process of signing the peace agreement in Colombia progressed?" In this context, while analysing the conflict in the country, the developments in the process leading to the signing of the peace agreement were also mentioned. Within the scope of the study, it has been observed that the Colombian State and the FARC-EP have undergone many changes in the process leading to the signing of the agreement. It was determined that this change experienced by the parties was an effective factor in the signing of the peace agreement in 2016.
