Avrupa Birliği tarafından aday ve potansiyel aday ülkelerin AB standartlarına, politikalarına ve müktesebatına uyum çabalarına destek olmak amacıyla IPA programı uygulanmaktadır. IPA fonları, AB aday ve potansiyel aday ülkelerin ekonomik gelişmesine destek olmak ve sosyal uyumun sağlanmasına yönelik gerçekleştirilen projelerin desteklenmesini amaçlamaktadır. IPA’nın beşinci bileşeni olan Kırsal Kalkınma Bileşeni (IPARD); AB ortak tarım politikası, kırsal kalkınma politikası ve ilgili diğer politikalarının uygulanması ve yönetimi için katılım öncesi dönemde aday ülkelerin bu yöndeki kurumsal kapasite gelişimini ve yapısal uyumunu artırmayı hedefleyen bir bileşendir. Bu amaçla, tarım sektörünün modernizasyonu ve kırsal alanların sürdürülebilir kalkınmasına hizmet edecek şekilde IPARD kapsamında aday ülkelere mali destek sağlanmaktadır. IPARD Programının (2007-2013) sona ermesini takiben, IPARD II (2014-2020) programı hazırlanmıştır. IPARD kapsamında projeler mevcut işletmelerin modernizasyonu ve yeni tarımsal işletme kurulumu olarak planlanabilmekte ve proje kapsamında yapım işleri, makine ekipman alımı, hizmet alımı, görünürlük harcamaları uygun harcama kalemleri olarak desteklenmektedir. Hazırlanan çalışmada da 2015 yılından itibaren Uşak ilinde işletmelere verilen destekler incelenmiştir. İşletmelerin hayvan refahı ve verimi konusunda eski tip klasik işletmelere kıyasla daha verimli oldukları, Tarım ve Orman Bakanlığı tarafından uygun koşullar sağlanması ile yararlandırılan ari işletme, soğuk süt primi, buzağı desteği, çoban desteği vb. desteklerinden daha büyük oranda ve daha kolay yararlanabildiği görülmüştür.

Within the scope of IPARD, projects can be planned as the modernization of existing enterprises and the establishment of new agricultural enterprises, and within the scope of the project, construction works, machinery and equipment purchase, service procurement, visibility expenditures are supported as eligible expenditure items. In the prepared study, the supports given to businesses in Uşak province since 2015 were examined. Beekeeping, cold milk premium, calf support, shepherd support, etc. benefited by the Ministry of Agriculture and Forestry, where the enterprises are more efficient in terms of animal welfare and efficiency compared to the old-style classical enterprises. It has been seen that they can benefit from their support to a greater extent and more easily.
