ÜÇÜNCÜ DÜNYA KAVRAMI ÜZERİNE TARTIŞMALAR VE ÜÇÜNCÜ DÜNYACILIĞIN ÇEVRE SORUNLARI BAĞLAMINDA SÜRDÜRÜLEBİLİRLİĞİ

Bu çalışmada BM platformlarında Üçüncü Dünya ülkelerinin çevre sorunları karşısındaki davranışları ve stratejileri analiz edilecektir. Çevre sorunlarına ilişkin gündem maddelerine ve gelişmekte olan ülkelerin tutumlarına odaklanarak, Üçüncü Dünya kavramının, Üçüncü Dünya düşüncesinin sürekliliği, anlamlılığı, uygunluğu üzerine güncel tartışmaların bir boyutu ele alınacaktır. Dinamik bir niteliğe sahip olan Üçüncü Dünya kavramı birçok alanda birçok kesim tarafından kullanılmaktadır. Ampirik bir zemin oluşturabilmek için iki kutuplu sistemin dağılmasının ardından çevre sorunlarına ilişkin gündem maddelerinde Birleşmiş Milletler’de Üçüncü Dünya ülkelerinin davranışları ele alınacaktır. Eğer Üçüncü Dünya devri son bulduysa o zaman günümüzde küresel politikaya ilişkin bir unsur değildir. Öte yandan gelişmekte olan ülkelerin çevre politikalarında tanımlanabilir, belirgin bir dayanışma ayırt edilebiliyorsa bu Üçüncü Dünya’nın güncelliğini koruduğu anlamına gelmektedir. 1992 yılında gerçekleştirilen Rio Konferansı’nın ardından çevre sorunlarında Üçüncü Dünya benzer çıkarlarını ortaya koymakla kalmamış aynı zamanda G77’yi bir koordinasyon mekanizması olarak kullanmıştır.

DISCUSSIONS ON THE CONCEPT OF THE THIRD WORLD AND SUSTAINABILITY OF THE THIRD WORLDISM IN THE CONTEXT OF ENVIRONMENTAL PROBLEMS

In this study, the attitudes and strategies of the Third World within the UN platforms regarding environmental problems are analyzed. By focusing on the agenda items about environmental problems and the attitude of the developing countries, a dimension of the current discussions regarding the continuity, significance and suitability of the thought of the Third World, the concept of the Third World, is addressed. The concept of the Third World, which has a dynamic nature, is used by many segments of the society in many fields. In order to establish an empirical ground, the attitude of the Third World countries in the United Nations after the dissolution of the bipolar system on the agenda items on environmental problems are discussed. If the Third World era has come to an end, then it is not an element of the current global politics. On the other hand, ifevident solidarity can be distinguished in the environmental policies of the developing countries, this means that the Third World holds its actuality. After the Rio Conference held in 1992, the Third World has not only demonstrated similar interests in environmental issues, but also used G77 as a coordination mechanism.
