DIŞ YARDIM MEKANIZMASI OLARAK ULUSLARARASI BURS PROGRAMLARI: KARŞILAŞTIRMALI BIR ANALIZ

Gelişmekte olan ülkelerin kalkınma çabalarına diğer ülkelerin destek olması bağlamında dış yardımlar, özellikle II. Dünya Savaşı sonrası dönemde önemli bir dış politika aracı olarak öne çıktı. Etkililikleri, hedefleri gibi farklı konularda eleştiriler getirilmesine rağmen dış yardımlar ülkelerin kalkınma çabalarına önemli katkılar sağlayabilmektedir. Bununla birlikte ülkelerin kalkınması için beşerî sermayenin geliştirilmesi hayati önemde görülmekte, ülkelerin ve uluslararası kuruluşların temel hedefleri arasında sayılmaktadır. Kalkınma iş birliği aktörleri, sürdürülebilir kalkınmayı ve ekonomik büyümeyi teşvik etmek, yoksulluğu azaltmak, beşerî sermaye oluşturmak, ülkeler arasında kalıcı bağlar oluşturmak için uluslararası öğrencilere yönelik çeşitli burs programları yürütmektedir. Bu makale güncel tartışmalarla birlikte dış yardımları ve bu yardımların önemli bir parçası olarak görülen uluslararası burs programlarını ele alınacak ve bu alandaki sınırlı Türkçe literatüre katkı sağlamaya çalışacaktır. Yardım sağlayan ülkelerin burs programlarının hedefleri ile ülkelerin kalkınma planlamalarının ne derece örtüştüğü analiz edilecektir. Bu çerçevede ABD, Almanya, Avustralya, Brezilya, Çin ve Japonya uygularının yanı sıra Türkiye’nin burs programları dış yardımlar bağlamında incelenecektir. Ülkelerin kalkınma çabalarında en büyük ihtiyaç olan nitelikli beşerî sermayenin geliştirilmesi bağlamında önemli katkı sunma potansiyelini haiz burs programlarının geliştirilmesine yönelik öneriler sunulacaktır

INTERNATIONAL SCHOLARSHIP PROGRAMS IN FOREIGN AID: A COMPARATIVE ANALYSIS

Foreign aid has become an important foreign policy tool in supporting countries’ development efforts, especially in the post-World War II period. Despite the concerns about its efficiency and goals, foreign aid can make a significant contribution to countries’ development efforts. However, human capital development is vital for developing countries and it is counted among the main objectives of countries and international organizations. Development cooperation actors implement various scholarship programs for international students to promote sustainable development and economic growth, reduce poverty, create human capital, and build a strong relationship between countries.. This article focuses on foreign aid and international scholarship programs as an essential part of foreign aid with current discussions on these topics and tries to contribute to the development of the limited literature on this topic. To what extent objectives of international scholarship programs are consistent with the development strategies of developingcountries will be analyzed. In this sense, the scholarship programs of the following countries: the US, Germany, Australia, Brazil, China, Japan, and Turkey will be discussed within the context of foreign aid. Suggestions will also be provided for the development of scholarship programs that have significant potential for developing qualified human capital, which is considered to be important for countries’ development efforts
