Avrupa Birliği'nin Balkanlar'ın Geleceğine Yönelik Vizyonu

Bu makale Avrupa Birliği’nin (AB) özellikle 2004 genişlemesini takiben Batı Balkanlar’ın geleceğine yönelik nasıl bir vizyona sahip olduğunu incelemektedir. Makalede AB’nin Balkan politikasının tarihi gelişim süreci, Batı Balkan ülkelerine yönelik geliştirilen ve üyelik vaadine dayanan İstikrar ve Ortaklık Süreci ile AB’nin kendisi için bugün aciliyet arz eden enerji ve ulaşım gibi alanlarda bölgeye yönelik üyelik dışı çözüm alternatifleri geliştirme çabaları ele alınmaktadır. Makale, AB’nin Batı Balkanlar’ın geleceğine yönelik vizyonunun zayıf ve belirsizlik içeren noktalarını değerlendirmekte, ayrıca AB’nin Batı Balkanlar’a yönelik politikalarının bölge ülkelerinin AB üyelik hedeflerine ve AB’nin kendi politikalarının güvenilirliğine nasıl yansıdığını değerlendirmektedir.

The European Union's Vision for the Future of the Balkans

This article overviews the vision of the European Union (EU) towards the future of the Western Balkans, especially after the 2004 enlargement. Under discussion is the historical development of the EU’s Balkans policy and the EU’s alternative solutions, excluding membership, for its urgent issues such as energy and transportation problems, along with the Stability and Partnership Process developed for the Western Balkan states, which promises membership. The article evaluates the weak and ambiguous elements in the EU’s vision towards the future of the Western Balkans, in addition to the reflections of the EU’s policies towards the Western Balkans on the EU membership goals of the regional states and the credibility of the EU’s own policies.
