ASEAN’ın Bölgesel Sorunların Çözümüne Yönelik Sistematiği ve Bu Bağlamda ASEAN – Çin İlişkileri

Güneydoğu Asya Ulusları Birliği (ASEAN), ülkemizde akademisyenlerimiztarafından çok fazla üzerinde araştırma yapılan bir organizasyon değildir. 1967 yılında kurulmasınarağmen, 1973 yılına kadar aktif hale gelememiştir. Şüphesiz bunun sebeplerinden birisi dekendisinden önceki bölge organizasyonlarının oluşturduğu hayal kırıklığı ile beraber o dönemdebölgenin içinde bulunduğu kaos ortamının etkisidir. Bu tarihten sonra ise ASEAN bölgede dikkatçekecek şekilde ilerleme kaydetmiş, izlediği barışçıl ve şeffaf politikalar sayesinde hem bölgeülkelerine hem de dünya üzerindeki büyük güçlere ve organizasyonlara varlığını kabulettirebilmiştir. ASEAN bölgeselciliği zaman içerisinde daha da önem kazanmış ve bölgeselsorunların çözümüne yönelik yegâne adres konumuna ulaşmıştır. Güney Çin Denizi’ndekianlaşmazlığın çözümlenmesinde ve çatışma potansiyelinin azaltılmasında da ASEAN son dercekritik bir rol oynamıştır. ASEAN ve Çin, Güney Çin Denizi için Kasım 2002'de, Çin'in konuylailgili çok taraflı bir anlaşmayı ilk defa kabul ettiği bir bildirge imzalamıştır. Çin, Güney ÇinDenizi'ni anakaraya geri kazandırılacak “kayıp bölgeler” olarak görse de, ASEAN’ın takip ettiğietkin ve düzgün politika bölgede kendini hissettirmiştir. ASEAN’ın bölgeselcilik anlamında sorunçözme politikası bu sayede hem kabul görmüş hem de ASEAN’ın bölgedeki etkinliğionaylanmıştır. Çalışmada ASEAN’a giden süreçte güneydoğu Asya’nın tarihi ve politik geçmişiincelenecek ve Güney Çin Denizindeki anlaşmazlıkla beraber Çin’in tutumu ve buna karşıASEAN’ın sorunun çözümüne dair duruş ve takip ettiği politika değerlendirilecektir.

ASEAN's Systematics for Solution of Regional Problems and in this context ASEAN-China Relations

The Association of Southeast Asian Nations (ASEAN) is not an organization in which much research has been done by our academicians in our country. Although it was founded in 1967, it could not become fully active until 1973. Undoubtedly, one of the reasons for this was the disappointment of organizations which emerged in previous periods in the region of ASEAN and chaotic situation of the region. After this time, ASEAN has made remarkable progress in the region and because of the peaceful and transparent policies has followed, it has established and proved its presence both in the countries of the region and the great powers and organizations around the world. ASEAN’s regionalism gained more importance over time and it has become the only address for the solution of the regional and global disputes. ASEAN norms of behaviour played a very important role in resolving the South China Sea dispute, and in reducing the potential for conflict. While China regarded the South China Sea as "lost territories" to be restored to the mainland, ASEAN organisation has become influential in the region. ASEAN's problem-solving policy in the sense of regionalism has been acknowledged in this way and ASEAN's effectiveness has been approved in the region. The study will examine the political history of Southeast Asia in the process leading to ASEAN, and evaluate China's attitude to the dispute in the South China Sea, as well as the stance and policy of ASEAN towards resolving the problem.
