II. Dünya Savaşı yıllarında ortaya çıkan sosyal ve ekonomik problemler Türkiye'yi de etkilemiştir. Bu problemlerin de etkisiyle kimsesiz çocukların sayısı artmıştır. Büyük bir şehir olan İstanbul'da sokağa düşen bu kimsesiz çocuklarla ilgili olarak bir proje hazırlanmıştır. Bu projede çocukların niçin sokağa düştüğü ve nasıl sokaktan kurtarılabileceği ele alınmıştır. Kapsamlı hazırlanan proje 1949 yılında kabul edilen "Korunmaya Muhtaç Çocuklar Hakkında Kanun'a temel oluşturmuştur.

During The Second World War society and economic problems exiting influenced Turkey. The number of the homeless children increased because of these problems. In Istanbul, a large city in Turkey, a project was prepared for the homeless children who lived in the street. At this project the fact that why the children lived in the streets could be rescued from the street was handled. The project prepared in a detail way be came apiorer to "The law about the children needed to be saved" in 1949.
