Uzun süren ve çetin geçen Kurtuluş Savaşı zaferle sonuçlandıktan sonra, bu savaşı yürüten liderler, başta Atatürk olmak üzere, şu temel soruya cevap aramışlardır: "Türkiye nasıl kalkınabilir, halkın refaha en kısa zamanda kavuşması için nasıl bir ekonomi politikası gütmelidir?" Bunu anlamak için de 4 Şubat 1923'de İzmir'de İktisat Kongresi toplanmıştır. Başkanlığını Kâzım Karabekir Paşa’nm yaptığı Kongre'yi Mustafa Kemal Paşa bir konuşmayla açmış ve ekonominin önemi, ekonomik kalkınma modeli ve bizde o zamana kadar İzlenen ekonomi politikasının yanlışlığı üzerinde durmuştur. Atatürk’ün bu kongrede ve daha sonra başka yerlerde başka zamanlarda yaptığı konuşmalarda öne sürdüğü temel görüşler şunlardı:
