TÜRKİYE’DE SAĞLIK HARCAMALARININ FİNANSMANI

Bu çalışmada sağlık harcamalarının finansmanı açısından Türk sağlık sisteminin ne derece hakkaniyetli olduğu Kakwani Endeksi ile analiz edilmektedir. Sağlık harcamaları konusunda en detaylı verileri içeren 2002-2003 Ulusal Sağlık Hesapları Hane Halkı Harcamaları Anketi kullanılarak yapılan inceleme, yoksul hane halklarının sağlık harcamalarının finansmanına toplamda daha az katkıda bulunduğunu göstermektedir. Ancak, finansman kaynaklarının detaylı incelenmesinde dolaylı vergiler ile cepten yapılan harcamaların azalan oranlı, yani adaletsiz kaynaklar olduğu gözlenmektedir. The Equity 0f Financing Health Expenditure in Turkey

This study analyzes whether financing of Turkish health care system is equitable by Kakwani Index. Results show that poorer households contribute less to healthcare financing in total using 2002-2003 National Health Accounts Household Expenditure Survey which has the most detailed data on health expenditure. However, detailed inspection of financing sources reveals indirect taxes and out of pocket expenditures as regressive, i.e. inequitable financing sources. This analysis can be replicated when a similar micro data set is published
