Batı Balkan Ülkeleri ile Türkiye'nin Avrupa Birliği'ne Tam Üyelik Olasılıkları Üzerine Bir Değerlendirme
Orta ve Doğu Avrupa ülkeleri ile ilişkiler, Avrupa Birliği için önceliğe sahip olan ve gündem belirleyen ilişkiler bütünü olmuştur. Avrupa Birliği Orta ve Doğu Avrupa ülkeleri ile tarihinin en kapsamlı genişleme sürecini başlatmıştır. Avrupa Birliği'nin yaşanılan son genişleme sürecini Türkiye'nin tam üyeliği ile tamamlayacağı öngörülürken, Batı Balkan ülkelerinin de genişleme gündemine dahil edilme olasılığı ortaya çıkmaya başlamıştır. Çalışmada öncelikle Avrupa Birliği'nin 1990'lı yıllardan itibaren izlediği Batı Balkan Politikaları incelenmiştir. Çalışmanın diğer bölümlerinde Batı Balkan ülkelerinin Türkiye ile birlikte Avrupa Birliği'nin genişleme sürecine dahil edileceği varsayımından hareketle, ilgili ülkelerin olası tam üyelikleri temel ekonomik göstergeler, taraflar arasındaki ticaret hacmi ve Avrupa Birliği'nin kurumsal yapılanması ele alınarak değerlendirilmiş ve ülkelerin Avrupa Birliği'nin bütünleşme sürecindeki yerleri tahmin edilmeye çalışılmıştır.
An Assessment on the Possibility of Full Membership of the Western Balkan Countries and Turkey to the European Union
The relations between the European Union and the Central and Eastern European Countries have had a priority on the agenda of the European Union. The European Union has started an enlargement process with those Central and Eastern European Countries . The possibility of accepting the Western Balkan countries to this enlargement process has emerged while Turkey was supposed to be the last member of the process. In this paper, the policies of the European Union which have been developed for the Western Balkan countries are examined as a first step. Then, the full membership possibilities of the Western Balkan countries and Turkey are evaluated considering the basic economic indicators, the trade volume between the parties and the institutional structures of the European Union. Finally, the positions of those countries within the integration process of the European Union are tried to be estimated.
