Polit'cal Regime Change in Cent'al and Eastern Europe and the Transformation of Media

Bir ülkenin sosyo-ekonomik ve siyasal düzeni, ülkenin iletişim politikalarının oluşturulmasına zeminhazırlar. İletişim sistemlerini analiz etmek ise aynı biçimde sosyo-ekonomik yapıyı ve siyasal düzenianlamaya olanak tanır. Medya sistemleri de toplumdan topluma ve aynı toplum içinde de zamanladeğişiklikler gösterir. Aynı toplum içinde meydana gelen büyük dönüşümlerin temel etmenlerindenbiri siyasal rejim değişimleridir.Buradan hareketle, bu çalışmada SSCB'nin dağılışından sonra Orta ve Doğu Avrupa CumhuriyetlerininBatı Avrupa'ya entegrasyon ve çok sesli medya sistemine geçiş sürecinde yaşadıkları sorunlar, tarihselve betimleyici bir perspektifle ele alınmıştır. Niteliksel analizlere dayanan makalede, rejim değişimisürecinde, bölgenin ve başta televizyon yayıncılığı olmak üzere medyanın geçirdiği tarihsel dönüşüm,Anglo-Amerikan literatürün yanı sıra Orta ve Doğu Avrupa literatürüne yaslanarak ele alınmıştır.

The communication policies are shaped by given country's socio-economic and political order.Thus, analyzing the communication systems is crucial in understanding any given country'ssocio-economic and political order. Media and communication systems differ from one societyto other as well as in the given society over time. The political regime change is one of themain factors in the major transformations of country.This article aims at offering historical and descriptive account of the problems of Central andEastern European Republics in the process of their integration to Western Europe and transitionto pluralistic media system. The study is based on qualitative analysis and look into thehistorical transformation of media during the process of regime change and it draws on bothAnglo-American and the Central and East European literatures.
