SAVUNUCULUK KOALİSYONU ÇERÇEVESİ VE AVRUPA BİRLİĞİ POLİTİKALARI İÇİN UYGULANABİLİRLİĞİ

Savunuculuk Koalisyonu Çerçevesi (SKÇ), ulusal ve ulusüstü kamu politikalarıkonusunda alanyazının sıklıkla başvurduğu bilimsel çerçevelerden biri olarak kabuledilmektedir. SKÇ, çok düzeyli ve karmaşık kamu politikalarını anlamak için üzerindeen çok akademik çalışma yapılan konu olmasının yanı sıra, alandaki birikimingeliştirilmesine katkı sunan bilimsel bir çerçeve olma özelliği taşımaktadır. Makale,SKÇ’nin Avrupa Birliği politikaları için açıklayıcı bir çerçeve olup olamayacağınıtartışmayı hedeflemektedir. Bu kapsamda, SKÇ öncelikle betimsel olarak ele alınacak,ardından Avrupa Birliği çerçevesinde değerlendirilecektir.

The Advocacy Coalition Framework and Applicability of the Advocacy Coalition Framework to European Union Policies

The Advocacy Coalition Framework is one of the most widely used scientific frameworks on national and supranational public policies. In addition to being the subject of the most academic studies in order to understand multi-level and complex public policies, the ACF is a scientific framework that contributes to the development of knowledge in the field. The article aims to discuss whether the ACF can be an explanatory framework for European Union policies. First, ACF will be analyzed descriptively and second, the framework for the European Union will be discussed.
