Neo-liberalleşme, Sivil Toplum Kuruluşları ve 'Projecilik': Eleştirel Bir Bakış

'Refah devleti' ya da 'kalkınmacı devlet' model ve pratiklerinin neo-liberal bir anlayış çerçevesinde yeniden yapılanmaya konu olduğu son otuz yılı aşkın süreç, refah, kalkınma ve yoksulluk gibi makro meselelerin önceki döneme özgü daha makro kurum ve politikalar yerine 'projeler' gibi daha mikro müdahaleler ve 'sivil toplum kuruluşları' (STK) gibi daha mikro araçlar yoluyla çözülebileceğine ilişkin bir yaklaşımı ön plana çıkarmış ve bu dönemde projeler ya da projecilik, yalnızca fon sağlayan ulusal ya da uluslararası kalkınma ve kredi kuruluşlarının değil bunların yeni dönemde söz konusu alanlardaki öncelikli 'ortakları' olarak STK'ların da modus operandisi haline gelmiştir. Bu çalışma, projeler ve projecilik üzerinden, bu yeni dönem ve anlayışın gerek donör-STK ilişkilerinde gerekse de örgütsel kültür, form ve işlevleri açısından STK'lar üzerinde ortaya çıkardığı kapsamlı dönüşümlere odaklanmakta ve tüm bu dönüşümlerin söz konusu örgütleri bir 'varoluşsal kriz'le yüzyüze bıraktığını iddia etmektedir.

Neo-liberalization, Non-Governmental Organizations and 'Project Fetishism': A Critical Perspective

Over the past three decades, the world has witnessed the reconstruction of the models and practices of 'welfare state' or 'developmentalist state' in accordance with the neo-liberal principles. This has been resulted in an increasing trust in the micro tools and interventions such as 'non-governmental organizations' (NGOs) or '(development) projects' instead of traditional macro institutions and policies for welfare and development or against poverty. Throughout this period of time, projects and projectization have become the modus operandi not only of national or international development and credit institutions but also of their preferred 'partners' that is the NGOs. Drawing upon the project and projectization approach, this article focuses on the comprehensive transformations that this new era and approach have emerged in the face of the donor-NGO relationship and NGOs in terms of their organizational form, culture and functions, and claims that all these transformations have dragged NGOs into 'existential crisis'.
