Birleşik Kıbrıs'ta yönetim ve güç paylaşımı: Oydaşmacı ve bütünleşmeci yaklaşımların geleceği

Kıbrıs konusunda daha önce yapılan çalışmalarda iki tarafın iç siyasi yapılarını mukayese eden eserlerin eksikliği dikkat çekmektedir. Dolayısıyla bu çalışma, Kıbrısta varolan antogonistik siyasi yapının agonistik bir demokrasiye dönüştürülme sürecini inceleyen bir tarama-değerlendirme makalesidir. Politik mühendislik marifetiyle ortaya konulan kurumsal çatılar eleştirel bir yaklaşımla mercek altına alınmıştır. Makale önce Kıbrıs Türk ve Kıbrıs Rum müzakereciler tarafından yapılan önerileri mukayeseli olarak ele almıştır. Ardından iki temel güç paylaşımı yaklaşımı, oydaşmacılık ve bütünleşmeci model, müzakere masasına taşınan değişik önerilerle karşılaştırılarak gözden geçirilmiştir. Sonuçta bu önerilerin Kıbrısta sürdürülebilir demokratik federal bir yapının kurulması açısından eksik ve riskli tarafları ortaya konularak oydaşmacı ve bütünleşmeci yaklaşımların gelecekleri tatışılmıştır.

Governance and power sharing in the United Cyprus: Future of consociationalist and integrative approaches

The comparison of domestic political structures is a missing component of the literature on the Cyprus conflict. This article reviews efforts to transform an antagonistic political structure to an agonistic one in Cyprus. Institutional frameworks produced by political engineering are scrutinized from a critical perspective. Article first examines governance and power sharing proposals made by the Turkish and the Greek Cypriot negotiators. Then, two major power-sharing approaches namely consociationalism and the integrative model are reviewed to compare and contrast different proposals brought to the negotiation table. In the conclusion section, missing and risky components of these proposals to establish a sustainable democratic federal structure in Cyprus are presented, and the future of consociationalist and integrative theories are discussed.
