Mekansal Adres Kayıt Sistemi üzerine bir İnceleme: Ordu İli Örneği

Yerel yönetimlerin aktif veri yönetim araçlarından Kent Bilgi Sistemlerine (KBS) olan ihtiyaç ülkemizdegün geçtikçe artmaktadır. Ancak Numarataj konusunda yaşanacak sorunlar KBS uygulamalarına geçişteproblemlere neden olacaktır. Hatalı veya eksik numarataj; belediye hizmetlerinin sağlıklıyapılamamasına, diğer kurumlardan iyi hizmet alınamamasına, elde edilen analiz sonuçlarının sağlıklıolmamasına ve yanlış coğrafi kodlamaya neden olacaktır. 2011 yılında 27462 Mükerrer sayılı ResmiGazete’de Mekansal Adres Kayıt Sistemi (MAKS) Projesi yer alarak bu konu ile ilgili çalışmalarabaşlanmıştır. Yerel yönetimler de kademeli olarak MAKS çalışmalarına katılmakta ve çalışmalar haladevam etmektedir. Bu çalışmada MAKS Projesi’nin Ordu ili örneği üzerinden altyapı hazırlık aşamalarıanlatılarak yaşanan sorunlar belirlenmiş ve tespit edilen sorunların giderilmesine yönelik çözümönerilerinde bulunulmuştur. Belediyelerde numarataj çalışmalarının yanlış yapılması, ruhsat kesilirkenortak alanlara da bağımsız bölüm açılması, aynı binaya farklı ilçe, mahalle ve illerden adres verilmesi,kurumlar arasında iletişim eksikliği, numaratajın harita yardımı ile değil köy listeleri dikkate alınarakverilmesi, numarataj çalışmalarını tamamlayan belediyelerde MAKS Projesi kapsamında yeniden sahaçalışmalarının yapılması tespit edilen sorunlardandır.

An Investigation on Spatial Address Registration System: The Case of Ordu Province

The demand for Urban Information Systems (UIS), one of the effective data management tools of local municipalities is increasing day by day rapidly in our country. Issues related to numeration system will cause problems in transition to UIS applications. Incorrect or incomplete numeration will adversely affect the analysis. In 2011, the Spatial Address Registration System (SARS) Project was initiated in the Official Gazette numbered 27462 repeated and studies on this subject were started. Local administrations are also involved in SARS activities gradually and studies are ongoing. In this study, the infrastructure preparation stages were explained through the case of the SARS Project in Ordu province and the problems were identified and suggestions were made to solve the problems. Incorrect numeration works in municipalities, opening independent units to common places while the license is issued, addressing the same building from different district and provinces, lack of communication between institutions, making the numeration by considering the village lists not with the help of a map, to carry out re-field work within the scope of the MAKS Project in the municipalities that have completed the numeration works are some determined problems.
