Hayatımızın hemen her alanında yaşantımızı değiştiren küreselleşmenin etkisini her geçen gün daha fazla hissediyoruz. Buna bağlı devlet kurumu da temel bir dönüşüm yaşamaktadır. Beş yüzyıl boyunca devletler sistemine pasif ya da aktif öncülük eden Avrupa, Otuz Yıl Savaşları’nın ardından gelen 1648 Westphalia Barış Antlaşması ve 1789 Fransız Devrimi ile modern devletler sistemini oluşturmuştur. Oluşturduğu bu sistemin de ana unsuru olan ulus-devleti ise 1945 yılından beri ulus-üstü bir kurumsallaşmanın içinde dönüştürmeye çabalamaktadır. Günümüz sorunlarının çözümünün merkezinde ulus-devlet tek başına işlevsel olamayacağından dolayı Avrupa Birliği projesi, devlet kurumunun post-modern hali için çok önemli bir gelecek projesi olmayı sürdürecektir. Çalışma ulus devletin tarih içinde geçirdiği değişimi ve dönüşümü incelemekte ve bu incelemeyi yaparken şu an ki sistem içerisinde ulus-üstü aşamaya geçmiş örgütlenme olan Avrupa Birliği örneğinden faydalanmaktadır.

We are living under the effect of globalization in the every aspect of our lives and this effect changes our lives rapidly. According to this reality, the concept of state is transforming which many of us do not query on it. This paper aims to analyze globalization process in accordance with its supranational effects on nation-states. The central focus will be on Europe, because Europe that has dominated world state system for about 500 years. Europeans established modern state system with 1648 Westphalia Peace Treaty. In this system main element was nation-states, however concept of nation state started to change in the beginning of 1950’s in same continent. Development of liberal institutionalism and emergence of new international and regional organizations has affected understanding of national sovereignty. In today’s international system nation states are not only functional actors. The concept of state enters in its new post-modern appearance and therefore the European Union (EU) project will continue to secure its importance for analyze of post-modern version of state.
